INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).

THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.

The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute, (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to Illumina Inc., 9885 Towne Centre Drive, San Diego, California 92121-1975 to provide an upgrade from Illumina HiSeq 2000 to HiSeq 2500. (BRAND-NAME: ILLUMINA HiSeq SEQUENCING SYSTEM)

Procurement:

1. HiSeq 2000 to HiSeq 2500 Upgrade, Catalog Number: SY-401-1003, Quantity: One (1). 2. Shipping and Insurance.

BACKGROUND:

The National Institute of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI) mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. A critical part of the NHGRI mission continues to be the study of the ethical, legal and social implications (ELSI) of genome research. NHGRI also supports the training of investigators and the dissemination of genome information to the public and to health professionals. The NIH Intramural Sequencing Center (NISC) is a high-throughput sequencing center supporting all institutes within the NIH. NISC has served the NIH community for over 15 years as a source for high-quality large-scale sequencing and analysis. As next generation sequencing applications expand, so does the demand for our services. NISC currently have two HiSeq2000 sequencers and two HiSeq2500 sequencers in full operation at NISC.

The HiSeq2500 offers two modes, Rapid Run and High Throughput, which is actually just a standard HiSeq2000 run. The Rapid Run mode takes only one day to produce 50 base reads, so this is ideal for ChIP-Seq and similar projects requiring short reads. Transitioning from Rapid to High Throughput is very time consuming as it requires a full day of washes at each transition. The HiSeq 2500 Sequencer system is compatible with existing equipment that is being used in the NHGRI/NIH Sequencing Center, for example, the c-Bot cluster, HiSeq 2000, Genome Analyzer and MiSeq systems which are all stand-alone sequencing systems manufactured and procured from Illumina, Inc.Illumina is the sole manufacturer of these machines. The parts are unique to these instruments and cannot be substituted by other vendor parts. The engineers from Illumina have the in-depth knowledge and training to repair these complex machines.

JUSTIFICATION:

The NISC lab requires an upgrade of a sequencer from HiSeq2000 to HiSeq2500. This is the oldest Illumina HiSeq sequencer, and while not truly old it is has components not compatible with the new ver 4 chemistry. It would still be quite useful as a HiSeq2500 however. We use the Rapid mode of a HiSeq 2500 exclusively for sort reads (51 bases) that run only on ver 3 chemistry. While NISC have two other HiSeq2500s they are very busy running in the high throughput mode. Switching between modes is quite time consuming and inefficient, so we plan to dedicate this upgraded instrument for Rapid runs.

Contractor Requirements:

* The Contractor's machine shall produce data for a Paired-end 150 base run in 3 days. * The Contractor's machine shall support Rapid Runs. * The Contractor's machine shall continue to support version 3 chemistry.

Government Responsibilities:

* The Government will coordinate with Illumina Service Engineer to set a convenient time for the upgrades. Ensure that instruments are available for upgrade when the engineer arrives.

REGULATORY AUTHORITY:

This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source, only one responsible source and no other supplies or services will satisfy agency requirements.

ADDITIONAL INFORMATION:

Industry Classification (NAICS) Code is 334516, Analytical Laboratory Instrument Manufacturing and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-74 (July 1, 2014).

This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
