The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Solomon Park Research Laboratories for (14,116) Single donor units of commutable frozen human serum derived from units of whole blood from Solomon Park Laboratories. The single donor units will be made from (8) serum pools totalling approximately 5,600 vials of serum. Our program is performing biomonitoring activities and utilizes single donor units of commutable frozen human serum that is prepared according to the our guidelines and the strict Clinical Laboratory Standardization Institute (CLSI) document C37A. Solomon Park offers each of the 14,116 single donor units of commutable frozen human serum pools derived from whole blood. The single donor units will be made from (8) serum pools totalling approximately 5,600 vials.The units will be prepared in according to CLSI with assigned values for 25-hydroxyvitamin D (25OHVD), total cholesterol (TC), triglycerides (TG), high-density lipoprotein cholesterol (HDLC), and high-density lipoprotein cholesterol (HDLC). The single donor serum units will be collected from units of whole blood, resulting in serum that is commutable across multiple methods for the measurement of serum lipids. Finally, single donor serum units are collected off-the-clot on ice to minimize enzymatic degradation or alteration of serum units in order to replicate serum collection in tubes used in patient care, without the addition of anticoagulants, additives or stabilizers. Those single donor serum units are recommended for use in trueness control and calibration studies, which are ongoing in the program activities. Solomon Park Research Laboratories is the only vendor who can provide the products with consistent quality, efficiency and reliability collecting units according to CLSI C37 protocols to insure compliance Clinical and Laborstory Standards Institiue Guidelines and Standardization Programs, as requested to meeting the program needs.. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive quotations; however, all quotations/responses received within ten (10) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
