THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Lafayette Instrument, Lafayette, IN 47904, pursuant to 41 U.S.C.3304(a)(1) as set forth in FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. This equipment is necessary for studies in the role of norepinephrine in brain development and the long-term behavioral consequences of altered norepinephrine signaling. Exclusive features of this integrated system include: 1) Touch Screen Test Chambers; 2) Display and Touch Components; 3) Bussey Paradigms for measures of cognitive function (Complete training and testing paradigm for measures of cognitive function; Analysis routines to extract meaningful results quickly; Manuals covering training, testing, and experimental design of cognitive assessment; Direct lab support ABET II Control Software; 4) Environment Designer; 5) Schedule Designer; 6) Execution Manager; 7) Data Viewer; 8) Analysis Set Designer; 9) Virtual Interface; and 10) Backup. The basis for the justification is this system offers a unique design that facilitates touchscreen learning in the mouse (e.g., a trapezoidal shaped operant chamber) and an array of pre-programmed software that has been validated to work successfully and efficiently in the mouse. These features are essential for the success and high throughput needed to conduct experiments aimed at phenotyping novel genetic mouse strains. This notice of intent is not a request for competitive proposals; however, all responses received within 10 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to Lafayette Instrument. NAICS Code/Size is 334516/500 Employees. Award is subject to approval of Justification for Other than Full and Open Competition. This procurement is to be processed using FAR Part 13 Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
