Parish Council Meeting Preview for January 9 and 10

HAHNVILLE, La., Jan. 5 -- St. Charles Parish issued the following news release:

The St. Charles Parish Council (http://www.stcharlesparish-la.gov/index.aspx?page=37) will hold an organization meeting beginning at 4:30 p.m.Jan. 9 (http://www.stcharlesparish-la.gov/calendar) and a regular meeting beginning at 6 p.m.Jan. 10 in the council chambers, located on the second floor of the courthouse, 15045 River Road in Hahnville. The meetings may also be viewed live on Government Access Channel Cox 6 (http://www.stcharlesparish-la.gov/index.aspx?page=156) or the parish website. The entire agendas may be viewed here.

Items on the agenda include:

* (Organizational Meeting) The new parish council will make appointments in the following positions: Council Chairman; Council Vice-Chairman; Council Secretary; Operations, Maintenance and Construction Management Committee Chairman; Legislative Committee Chairman; Contract / Finance and Administrative Committee Chairman; Special Projects / Public Safety, Health and Environmental Committee Chairman; and Hurricane Protection Projects Committee Chairman.

* (Organizational Meeting) The council will also take up adoption of council rules and expense regulations.

* An ordinance to approve and authorize the execution of change order number 1 (final) for the New Sarpy pumping station automatic bar screen cleaners to decrease the contract amount by $63,778 and decrease the contract time by nine days. * An ordinance to approve and authorize the execution of change order number 1 (final) for the construction of Killona Park Phase III to increase the contract time by 53 days. (Sponsored by President St. Pierre and the Department of Parks and Recreation)

* An ordinance to approve and authorize the execution of a contract with Three C's Properties Inc. for the construction of the St. Charles Parish Multi-Use Path Phase IV extending from Harding Street in New Sarpy to Apple Street in Norco. (Sponsored by President St. Pierre, Councilman Lambert and the Department of Public Works)

* An ordinance to place a temporary moratorium on the issuance of taxicab licenses (certificates of public need and convenience) in St. Charles Parish through June 30, 2012. (Sponsored by President St. Pierre and the Department of Planning and Zoning)

* A resolution requesting the assistance and support of the Louisiana Department of Transportation and Development in the priority construction projects of St. Charles Parish. These include the relocation of LA 3060 (Barton Avenue) to a new state route from U.S. 90 to LA 18 at Willowdale Boulevard; construction of a center turn lane on U.S. 90 from Maryland Drive to Coronado Drive West and reduction of the speed limit; construction of a center turn lane on U.S. 90 through Paradis; construction of a center turn lane on LA 48 from Ormond Plantation to I-310; and construction of a flyover ramp for eastbound Highway 90 traffic to access I-310 northbound. * The council will also vote on a resolution approving the holding of an election in Hospital Service District No. 1 of the Parish of St. Charles on April 21, 2012, to authorize the incurring of debt and insurance of bonds. The proposition would ask voters to give the hospital authority to issue 20-year general obligation bonds not exceeding $15,000,000 for the purpose of purchasing, acquiring and constructing lands, buildings, machinery, equipment and furnishings, including both real and personal property, to be used in providing hospital facilities to the district. Said bonds are to be general obligations of the hospital service district and would be payable from ad valorem taxes. (Sponsored by President St. Pierre and Bond Counsel)

* In addition, the council will also hear a report from the St. Charles Parish Housing Authority and deal with appointments to the Zoning Board of Adjustment (District I representative); Coastal Zone Advisory Committee (District VII representative); ex-officio to the Planning and Zoning Commission; ex-officio to the Housing Authority; ex-officio to the Hospital Service District; ex-officio to the Library Service District Board of Control; Community Action Advisory Board; River Region Caucus; RSVP Advisory Council; and South Central Planning; Development Commission (minority appointment); South Central Louisiana Solid Waste District and River Parishes Transit Authority.

* The council will also vote on submitting three nominees for consideration of appointment by the governor to the Southeast Regional Airport Authority as per Act 927 of the 2008 regular session of the Louisiana Legislature.
