New human resources director selected for county [York Daily Record, Pa.]

Dec. 30--YORK, Pa. -- York County has a new human resources director.

Kristy Bixler, who has been with the county Department of Human Resources since 2002, has been promoted to the position. She attended Wednesday morning's county commissioners meeting to announce the settlement of a new contract with detectives in the county District Attorney's Office.

County commissioners dismissed Bob Nace, who was former executive director of the county Department of Human Resources, in September for reasons that the county has not disclosed. Nace himself also has declined to discuss his dismissal.

Bixler is making less than Nace and said her responsibilities may be different as well.

According to the county controller's office, Bixler will make $78,000 per year, plus a $45-a-month stipend for her cellphone use. Nace's salary was $92,000, plus the cellphone stipend.

Bixler said her responsibilities will include hiring, recruitment and managing benefits. It will also include risk management, which incorporates insurance and workers compensation.

But she said county officials are still discussing whether her responsibilities will include negotiating with the labor unions representing county employees, which were part of Nace's job.

"We're looking at our options there," Bixler said.

Her previous post involved handling human resources at the county-owned Pleasant Acres Nursing and Rehabilitation Center.

"I like to think I'll work with the department managers and directors and employees, and I hope we move forward together in a positive way," Bixler said.

The contract

County human resources director Kristy Bixler said the contract for nine detectives in the county District Attorney's Office includes salary increases of 2 percent for 2012, 2.5 percent for 2013, and 2 percent for 2014.
