Also, find attached details/invitation regarding the Pre-Solicitation Conference to be held on 30 Nov 2011 for this requirement as well as DRAFT RFP documents for industry review and comment. RSVPs for the Pre-Solicitation Conference must be emailed to the Contracting Officer not later than 23 Nov 2011. Questions pertaining to the DRAFT RFP must be submitted for discussion at the conference not later than 28 Nov 2011. Note that not all draft RFP documents are attached at this time - the remainder of the draft RFP will be posted to http://www.fbo.gov [www.fbo.gov] by COB on 21 Nov 2011. PRE-SOLICITATION CONFERENCE INFORMATION SHEET FORMAL SYNOPSIS Tinker Advisory & Assistance Services Contract (TAASC) This announcement constitutes a Formal Synopsis for the Tinker Air Force Base, Tinker Advisory & Assistance Services program. Oklahoma City Air Logistics Center (OC-ALC), Enterprise Acquisition (PKEA) will award four (4) to five (5) Indefinite Delivery Indefinite Quantity (IDIQ) contracts on a multiple award basis. The Air Force will acquire this requirement through an Air Force Source Selection. It is anticipated that the resultant contracts will be FAR Part 15 IDIQ contracts with Firm Fixed Price, Time & Material, and Cost-Reimbursable (for travel only) line items. All awarded contracts will consist of a five year ordering period. This is a TOTAL SMALL BUSINESS SET ASIDE under NAICS Code 541330. The Line Item Description will be as follows:

CLIN 0001 - Tinker On-Site FFP Labor Base Year CLIN 0002 - Tinker Off-Site FFP Labor Base Year CLIN 0003 - Hill On-Site FFP Labor Base Year CLIN 0004 - Hill Off-Site FFP Labor Base Year CLIN 0005 - Robins On-Site FFP Labor Base Year CLIN 0006 - Robins Off-Site FFP Labor Base Year CLIN 0007 - Tinker On-Site T&M Labor Base Year CLIN 0008 - Tinker Off-Site T&M Labor Base Year CLIN 0009 - Hill On-Site T&M Labor Base Year CLIN 0010 - Hill Off-Site T&M Labor Base Year CLIN 0011 - Robins On-Site T&M Labor Base Year CLIN 0012 - Robins Off-Site T&M Labor Base Year CLIN 0013 - Data, Not Separately Priced CLIN 0014 - Travel, Cost Reimbursable, No Fee

Required Delivery: FOB Destination - Tinker AFB, Hill AFB, & Robins AFB

The purpose of the contract is as follows:

TAASC will span a 5-year period, and will be multi-functional, covering the breadth of OC-ALC, OO-ALC, and WR-ALC acquisition and sustainment support requirements, including support in program management, administrative management, data management, facilitation, training, financial management, logistics, contracting closeout, engineering, manufacturing, technical order management, audit, configuration management, and subject matter expert. Individual Task Orders will range from supporting any phase of sustainment of systems, subsystems, components, and equipment to supporting base-wide staff activity. A&AS includes Management and Professional Support (MPS), Studies, Analyses, and Evaluations (SAE), and Engineering and Technical Services (ETS). A&AS does not include personal services or inherently governmental functions. All work shall be done IAW the DRAFT Performance Work Statement dated 26 Oct 2011 attached to this notice.

Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
