MediExcel Health Plan Awarded California License as Cross-Border HMO Plan

Recognizing the growing US consumer demand for quality and affordable healthcare in Mexico, a new cross-border HMO Plan will start selling group healthcare coverage in California’s San Diego and Imperial Counties in September 2012. MediExcel Health Plan (http://www.MediExcelHP.com) is a Mexican-based HMO that has recently been awarded licensure by the California Department of Managed Healthcare. California law allows Mexican-based health plans to apply for licensure to sell group healthcare coverage in California and provide benefits in Mexico.

“MediExcel Health Plan is doubly unique as it is one of the few HMO Plans operating in California that is controlled by physicians and also approved for the cross-border coverage market”, says CEO Jim Arriola. Arriola, a West Point graduate, has been involved in cross-border healthcare insurance operations since 2000.

“Being controlled by physicians, MediExcel Health Plan has a unique market understanding in arranging for and delivering quality medical care” says Arriola. MediExcel Health Plan’s two principal centers for healthcare delivery, Hospital Excel (http://www.hospitalexcel.com) in Tijuana and PRO-MED Medical Group (http://www.promedgrupomedico.com) in Mexicali, have recently demonstrated their quality of care capability. In June 2012, the Mexican General Health Council (http://www.csg.salud.gob.mx) awarded national certification to Hospital Excel for hospital care and to PRO-MED Medical Group for outpatient clinical care.

“This national certification for Hospital Excel and PRO-MED Medical Group is significant as fewer than 2% of the private hospitals and ambulatory clinics in the Mexican Republic have obtained their national certification”, says Dr. Miguel Osuna, a licensed dental professional. Dr. Osuna serves as a congressman in the Mexican Congress representing the State of Baja California and also serves as the President of the Mexican Congressional Health Committee.
