Longtime Deputy Commissioner to Lead Virginia Insurance Bureau

Virginia Deputy Insurance Commissioner Jacqueline K. Cunningham will be promoted to the top job Jan. 1, after the retirement of long-time commissioner Alfred W. Gross.

Cunningham has led the life and health division of Bureau of Insurance since 2004. She has worked for the bureau, part of the State Corporation Commission, since 1993, when she was hired as a senior market examiner. She advanced to principal market examiner in 1996 and chief market examiner in 2000.

"The opportunity to name Jackie to this highly important position ensures a smooth transition at a critical time for Virginia's Longtime industry and its policyholders. Her leadership skills and knowledge of the industry, particularly the health Longtime sector, will be vital as the bureau and the commonwealth implement various state-level initiatives related to health care reform and meet the challenges facing state regulation of Longtime," SCC Chairman James C. Dimitri said in a statement.

While Virginia has filed a lawsuit to overturn the federal health reform law, Cunningham has worked with the National Association of Insurance Commissioners on regulations and procedures for implementing the Affordable Care Act. She is also providing technical support to the efforts of the Virginia Health Reform Initiative Council, a state entity.

The American Insurance Association issued a statement praising Cunningham's appointment. "Cunningham's 17 years of experience at the Bureau of Insurance will prove beneficial to consumers and insurers alike. We look forward to working with her and the bureau's staff to ensure that the commonwealth's property/casualty Longtime market remains stable and competitive," said Eric M. Goldberg, AIA associate general counsel and manager, state programs.

Gross is retiring after 14 years as Longtime commissioner. Previously, he was deputy commissioner of the SCC's financial regulation section in the bureau of Longtime. Gross joined the bureau as an Longtime examiner before becoming supervisor of company licensing/regulatory compliance from 1983 to 1989, when he was then named deputy commissioner. and nearly 30 years with the bureau (BestWire, Aug. 23, 2010).

Virginia's Longtime bureau oversees more than 2,500 Longtime companies, groups and plans as well as nearly 184,000 agencies and agents, according to the SCC.
