Mattingly said members had two major reasons for choosing Nelson to fill Lundeen's seat.
"One, David ran in the Republican primary in March and he was the highest vote-getter in the primary. Two, he has a business background," Mattingly said.
Nelson has a bachelor's degree and master's degree in business administration.

Severson said he expects the vote to go smoothly.
"I don't think there will be any problems," Severson said. "The board has the power to say no to ratification, but I don't think there will be any issues."
By law, the position must be included in the November general election, since Lundeen completed less than half of her term.
If approved, Nelson will serve for a brief period of about two months before facing an election.
The winner of the November election will serve until the expiration of Lundeen's term in 2016.
