This acquisition is a 100% Small Business Set-Aside. Solicitation number: FA9301-14-M-D003. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ). This solicitation also uses the simplified acquisition procedures contained in FAR Part 13. All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-76 (effective 25 AUG 2014) and DFARs Change Notice (DPN) 20140805 (effective 05 AUG 2014), AFFARS (AFAC) 2014-0421 (effective 21 APR 2014). The Government intends to award a contract resulting from this solicitation to the responsible offeror whose offer is the lowest priced, technically acceptable. NAICS is 423740 with a Small Business size standard of 100 employees. PSC code is 4110. The Service Contract Act may apply. Reference Department of Labor, Wage Determination No. 2005-2043, Rev.17, dated 25 JUL 2014. AFTC/PZIOC, Edwards AFB, CA is seeking to purchase a WALK-IN, REFRIGERATOR/FREEZER COMBINATION BOX. This is the request for quotation (RFQ). Award will be made to the lowest price, technically acceptable offer. This is an "All or None" acquisition; incomplete quotes will not be considered. Quotes shall state estimated delivery/installation time as estimated from after receipt of order (ARO). REQUIREMENT: The contractor shall provide all supervision, labor, equipment and materials necessary to demolish and remove the existing walk-in, refrigerator/freezer combination box - including refrigerant recovery - and to deliver and install a new walk-in, refrigerator/freezer combination box system in the Child Development Center building as described in the Statement of Requirement, dated 17 Jul 2014. The final product shall be a "turn-key," ready-to-use walk-in refrigerator/freezer combination box - including the following: * Demo and removal of existing equipment. * Fire suppression system: disconnection of and capping system off / re-installation in completed new unit. * Delivery of new unit and set up of installation. * Construction of replacement of Walk in Combo box. * Placement of refrigeration equipment in preparation for installation. * Materials: All materials for complete installation including all copper, electrical and plumbing supplies. * Refrigerant and other necessary fluids * Systems operations start up and equipment check. * Combo box: approximately 23' x 11'7" x 8' - contractor is required to verify all site measurements prior to demolition/installation Refrigerator/Freezer will require the following:

* Light fixtures and switches * Digital thermostat * Covering * Strip curtain * Heated vent and door heater (freezer section only). * Refrigerator and freezer sections to include insulated door, and ramp * Refrigerator condensing unit * Evaporator and Freezer condensing unit

Contractor shall verify all measurements prior to demolition/installation of new unit.

DELIVERY AND INSTALLATION: Final product shall be delivered no later than 4 weeks from receipt of order (WARO). Contractor must coordinate delivery and installation with the end-user customer. Installation is required. Product must be installed and delivered to the end-user customer in "turn-key" condition no later than 4 weeks from receipt of award. Contractor must coordinate installation with customer electrician.

SITE VISIT: A site visit will be held on 19 Sep 2014, beginning at 11:00 a.m. PDT at Building 6457. The site address is 1305 West Fitzgerald Blvd. Edwards AFB, CA 93524. All vendors attending must submit a Visit Request via email to [email protected] no later than 2:00 p.m. PDT18 Sep 2014. Late submissions will not be accepted. Include the following information for all contractor employees who will be in attendance for the site visit: Last name, First Name MI Driver's License Number (including State) Last 4 digits of the SSAN Citizenship Date of Birth Place of Birth Any vehicle entering the installation must have valid registration / proof of insurance. Please arrive at Edwards AFB, CA with enough time to be processed through the gate and arrive at the destination 1305 West Fitzgerald Blvd. Edwards AFB, CA 93524. Contractors should allow time to process through the gate upon arrival at Edwards AFB. Contractors will be asked for current driver's license, vehicle registration and insurance. Questions resulting from this combined synopsis/solicitation and/or from the site visit may be submitted to [email protected]. Questions will not be accepted later than 22 Sep 2014 at 12:00 p.m. PDT.

QUOTE SUBMISSION INSTRUCTIONS: Interested parties who believe they can meet all of the requirements for the items and services described in this combined synopsis/solicitation are invited to submit a complete quote including delivery FOB destination: Edwards AFB, CA 93524. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this combined synopsis/solicitation. Contract Line Items (CLINs) are as follow: CLIN 0001 - Parts and Materials (Please include all parts and materials for the complete refrigerator/freezer combination box.) CLIN 0002 - Incidental Installation Service Elements Required for Complete Installation of the Refrigerator/Freezer Combination Box. (This includes any and all installation service elements of this requirement.) CLIN 0003 - Incidental Construction Elements Required for Complete Installation of the Refrigerator/Freezer Combination Box. (This includes any and all construction elements of this requirement.) 252.209-7993 Representations by Corporations Regarding an Unpaid Delinquent Tax Liability or a Felony Conviction under any Federal Law - Fiscal Year 2014 Appropriations (Deviation 2014-OO0009) (FEB 2014) MUST BE RETURNED WITH RESPONSE TO SOLICITATION AND IS INCLUDED IN FULL TEXT AS ATTACHMENT 3.
