STATEMENT OF WORK: Environmental Management System (EMS) Program Support
BACKGROUND In 2007 the
As part of fleet standardization there is a desire to manage all environmental procedures and impacts through a formal Environmental Management System EMS. Through the expansion of MOC's EMS, the fleet and shore-side facilities will continue towards implementing procedures to become compliant with environmental regulations and serve the scientific mission with decreased environmental impact.
The EMS is now a program managed by Safety, Training and Environmental Management (STEM) and closely associated with the Fleet Standardization Office (FSO). The EMS currently covers ship operations, in addition to the shore-side activities.
OMAO-MOC is seeking a contractor to support the EMS by providing routine support of the program and higher-level strategic guidance. The contractor will manage routine EMS activities as well as higher level strategy, planning, and implementation activities, with the ultimate aim of establishing an effective and sustainable EMS.
There are two tasks.
TASK 1: Assist with routine EMS activities (total estimated time for this task: 100-150 hours per year - depending on efficiency of contractor) a. TASK 2: Assist with EMS strategy, planning, and evaluation to strengthen our program through continual improvement, including assist with development and implementation of EMS framework; provide guidance and lessons learned from other agencies implementing EMS; help us to capitalize on the opportunities presented by an EMS and manage the challenges; and evaluate our EMS implementation for effectiveness (total estimated time for this task: 40-60 hours per year)
DELIVERABLES AND SCHEDULE The contractor will charge work against this contract using the labor rates for each employee and task, as described below. This contract will provide support for the EMS program for approximately 12 months, with additional option years, pending funds availability.
The contractor shall submit a quarterly progress report that provides 1) work performed under each task, 2) costs incurred, 3) outstanding issues and resolutions, 4) a list of deliverables provided under the contract to date. The contractor shall invoice per monthly or quarterly. The invoice shall indicate the personnel conducting work, using the labor rate indicated in their proposal submission, as described below.
