The USDA-ARS-MSA, Stoneville, MS. intends to issue a sole source award to Upchurch Plumbing, Inc., P.O. Box 8106, Greenwood, MS. 38935, pursuant to the authority of 10 U.S.C. 2304(c)(2) and FAR 6.302.2, Unusual and Compelling Urgency. The award will be for the emergency repair of two cooling towers. The Government intends to award a firm fixed price contract on or about December 12, 2011, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 1:00 PM Central Standard Time, December 12, 2011. Information received will be considered solely for determining whether to conduct a competitive procurement. Requirements:

Provide all labor and materials to replace distribution pans with stainless steel pans on two cooling towers. The Scope of Work shall include but is not limited to:

Coordinate schedule with site personnel. Evaluate site conditions and develop project safety plan. Site personnel to shut down chiller. Lock-out/tag-out cooling tower electrical circuit(s) Erect scaffolding along end of tower to use as work platform. Remove existing distributions pans. Install new distribution pans. Install new metering orifices (258 per tower). Replace associated fasteners, hardware, gaskets, and sealing materials as necessary. Perform equipment start up and verify proper operation. Clean up work and remove all debris and materials. Review project with site personnel to insure all items are complete and satisfactory. Provide one year parts and labor warranty from the date of acceptance.
