Citrus College Selects New Vice President of Finance and Administrative Services

GLENDORA, Calif., Jan. 22 -- Citrus College issued the following news release:

A veteran college administrator with more than 16 years of experience in community college finance has been selected to serve as Citrus College's next vice president of finance and administrative services. Claudette Dain - a certified public accountant and longtime financial administrator in the North Orange County Community College District - will replace Carol R. Horton, who recently retired from her post after 18 years of service.

Dain's appointment was approved by the Citrus Community College District Board of Trustees at its Jan. 21 board meeting. She will begin her duties on Feb. 3 and will be responsible for fiscal services, budgeting, rentals, purchasing, warehouse, facilities, construction, reprographics, environmental health, risk management and the golf driving range.

"We worked diligently to find a candidate who has the vast experience needed to manage such a wide range of responsibilities," said Superintendent/President Geraldine M. Perri, Ph.D. "Ms. Dain is an accomplished administrator who demonstrates a depth of knowledge that will optimize Citrus College's standing as a leading institution of higher learning. She is an excellent choice for this critical position."

Dain is currently the vice president of administrative services for Fullerton College, where she oversees all fiscal and facilities matters, including budget development, auxiliary operations, contract and grant management reporting, personnel/payroll operations, campus safety operations, facilities planning and construction management, as well as maintenance, operations and transportation services. Under her leadership, Fullerton College celebrated several accomplishments, including the completion of a 113,000-square-foot Technology and Engineering Complex.

"I am honored that I have been selected to take on this important position," said Dain, a Chino Hills resident. "It will be an exciting new undertaking, and I look forward to working with the administrators, staff, faculty and the Citrus College community."

Prior to her position at Fullerton College, Dain served as the District Director of Fiscal Affairs at the North Orange County Community College District (NOCCCD), which encompasses Fullerton and Cypress colleges and the School of Continuing Education. She was responsible for developing the annual district-wide budgetary assumptions, monitoring an annual general fund budget of more than $200 million, and overseeing all financial and compliance matters of the district, including grants and special contracts.

Vicenti, Lloyd & Stutzman, LLP, an accounting firm specializing in community college financial and compliance audits, as well as Proposition 39 financial and performance bond audits. Dain served as the lead auditor for Citrus College during her tenure at the firm.

In addition to her direct experience with community college finance, Dain is an active member of many public finance organizations.

She currently serves on the Finance Committee with Schools First Federal Credit Union and is a board member on the Brea and Yorba Linda Redevelopment Oversight Successor agencies. Dain is also a member of several professional organizations, including the Association of Chief Business Officials, Community College Internal Auditors, Business Officers of Southern California Community Colleges and the Community College Facility Coalition.

Dain has a master's in business administration from California State University, Dominguez Hills and a bachelor's in accounting from California State Polytechnic University, Pomona.
