Two More Accused of Bail Bond Scheme in Wake County

RALEIGH, N.C., Dec. 21 -- The North Carolina Department of Insurance issued the following news release:
Insurance Commissioner Wayne Goodwin today announced the arrest of Bryan Ambrose Bowen and Kimberley Dawn Pacheco for soliciting bail bonding business inside a confinement facility.
Department of Insurance criminal investigators accuse Bowen and Pacheco of soliciting bail bond business in or about where prisoners are confined. Investigators allege Bowen and Pacheco would receive calls from within the confines of the jail and arrange payment to inmates for the referrals.
Bryan Ambrose Bowen II, 32, of 4633 Pooh Corner Drive, Raleigh; is charged with one count of soliciting bail bonding business inside a confinement facility in Wake County. Bowen was arrested by Elizabethtown Police Department on Dec. 21 in Bladen County and placed under a $500 bond.
Kimberley Dawn Pacheco, 44, of 1012 Sandfiddler Drive, Apartment 100, Raleigh; is charged with one count of soliciting bail bonding business inside a confinement facility in Wake County. Pacheco was arrested on Dec. 21 in Franklin County and released under a promise to appear in court.
Authorities expect more arrests relating to this scam.
The Department of Insurance employs 20 sworn state law enforcement officers dedicated to investigating and prosecuting claims of insurance and bail bonding fraud. Since Insurance Commissioner Wayne Goodwin took office in 2009, criminal investigators have made more than 1,500 arrests, resulting in more than 750 criminal convictions with more than 250 cases currently pending court. These efforts have delivered more than $72.1 million in restitution and recoveries for victims.
