Patient-Centered Approach to Medicaid Proposed in Ortitay Bill

"While more people than ever are enrolled in Medicaid, the delivery of health care in the Commonwealth has not significantly improved," Ortitay said. "It's time to look for changes. My legislation would give Medicaid enrollees medical choice through a Health Savings Account and incentivize preventive care."

Enrollees also would be required to pay for emergency room visits if used for a non-emergency. No additional charge would apply if the enrollee used the emergency room for a situation a reasonable person would believe could cause severe impairment or pose a health threat.
"This is about encouraging enrollees to make healthy choices that lead to better future outcomes," Ortitay said. "Improving one's health not only results in a better lifestyle and quality of life, but also reduces costs."
