NAIC SUMMER NATIONAL MEETING HIGHLIGHTS COLLABORATION AND ADVANCES PRIORITIES

The following information was released by the National Association of Insurance Commissioners (NAIC):

On Aug. 1114, National Association of Insurance Commissioners (NAIC) Members gathered in Columbus, Ohio, for the organization's 2026 Summer National Meeting, where they continued addressing the regulatory opportunities and challenges of the modern insurance marketplace.

As they advanced their work on issues including financial solvency oversight, market conduct, emerging technologies, health insurance affordability and availability, natural catastrophe risk, and more, NAIC Members engaged with state and federal officials, international insurance regulators, industry leaders, consumer representatives, and other interested parties.

Among the week's accomplishments, state insurance regulators:

Adopted changes to the Risk-Based Capital (RBC) Preamble and RBC factors for collateralized loan obligations (both effective for year-end 2026), as well as revisions to the capital requirements for life insurers that hold collateral loans (effective 2027).

Opened the NAIC Annuity Disclosure Model Regulation (#245) for revisions as NAIC Members work to address issues with unrealistic projections in annuity illustrations.

Advanced updates to principle-based reserving requirements aimed at strengthening the financial safeguards supporting life insurance and annuity products.

Adopted the Affordability and Availability of Homeowners Insurance Playbook, which further drills down on peril and macroeconomic conditions, with a focus on innovation, collaboration, and emerging risk adaptation.

Assessed the current state of the market conduct regulatory framework and the need for changes in response to evolving markets, business models, and consumer expectations.

Voted to reaccredit the insurance regulatory departments in Arkansas, the District of Columbia, Indiana, and Michigan.

Reviewed findings from the recently published Examining Homeowner Property Insurance Market Dynamics report, which serves as a baseline for the more granular analysis being conducted as part of the Homeowners Market Data Call.

Discussed the new Residential Mitigation Grant Program Model Act that has been exposed for public comment through Sept. 8, 2026. The state-administered, voluntary model law would provide the building blocks to launch, govern, fund, monitor, and protect a state's mitigation grant program.

Continued coordinating to combat fraud, including hearing presentations from the Iowa Department of Insurance and Financial Services on its efforts to protect seniors from financial exploitation and from Blue Cross and Blue Shield of Nebraska on "body brokering" schemes taking place within the Affordable Care Act's American Indian and Alaska Native tribal insurance plan.

Held the 18th annual State Officials Program, which brought together state insurance regulators, state legislators, and other state government officials for an in-depth conversation on insurance markets, the state-based system, and NAIC priorities.

Each year, the NAIC's three national meetings highlight the collaboration and coordination at the heart of the U.S. state-based insurance regulatory systemfoundational principles that help state insurance regulators make the maximum possible impact on behalf of consumers.
