Man charged in deadly motorcycle-scooter crash in Hartford

Police on Friday arrested a motorcyclist on reckless driving and other charges after a 2019 fatal crash with a motor scooter.
Shawn Howell, 30, of Chatham Street in Hartford also was charged with misconduct with a motor vehicle, insufficient motorcycle insurance, failure to have a motorcycle endorsement and operating an unregistered motor vehicle, police said.
The motorcycle-scooter crash happened on Aug. 19, 2019 at the intersection of New Park Avenue and Merrill Street when Howell was speeding, Lt. Paul Cicero said. Both riders were injured and in the road when officers arrived.
They were taken to local hospitals, but Thalles Costa DeLima , 17, of Hartford died of his injuries, Cicero said.
Police investigated and obtained a warrant for Howell’s arrest. Howell, who cooperated with police during the investigation, turned himself in at police headquarters and was released on a promise to appear in Superior Court in Hartford.
