Man arrested for alleged Halloween drive-by

April 24--DURHAM

Michael D'Lante Gibson, 21, was arrested April 21 in Burlington and charged with attempted murder, assault with a deadly weapon with intent to kill inflicting serious injury and possession of a stolen vehicle.

Gibson allegedly shot two men on Angier Avenue last Halloween.

On Oct. 31, 2016, Durham police officers were dispatched to a "gunshot wound" call in the 2100 block of Angier Avenue shortly after 3 p.m. and found a 50-year-old man and a 25-year-old man, both shot. They were taken to a hospital for treatment of serious injuries.

"The incident appeared to have been a drive-by shooting, according to investigators," police spokeswoman Kammie Michael said.

Gibson was being held in the Durham County jail in lieu of $1,270,000 bond.

RALEIGH Insurance Commissioner Mike Causey announced Monday the arrest of Monica Celeste Jubert, 45, of Durham, after she was charged with 16 counts of financial identity theft and an additional 16 counts of obtaining property by false pretense in Wake County.

She was arrested on March 28 in Wake County with assistance from the Wake County Sheriff's Office and placed under a $150,000 bond.

Investigators with the Department of Insurance allege Jubert submitted 16 fraudulent life insurance policies without the knowledge of the victim and obtained advanced commission from Transamerica Life Insurance Company between October 2015 and November 2015.

The Department of Insurance employs 20 sworn state law enforcement officers dedicated to investigating and prosecuting claims of insurance and bail bonding fraud.

Investigators claim Jubert does not have a license to sell insurance.

"According to the FBI, insurance fraud costs the average family between $400 and $700 per year in the form of increased premiums," Causey said. "Consumer protection is my number one priority and I will continue to fight insurance fraud with your help."
