Former Maryland Employee Admits to $63K Insurance Fraud

Racquel Britt Davis, a 51-year-old former Maryland Department of Public Safety and Correctional Services employee, has pleaded guilty to felony theft, as announced by Attorney General Anthony G. Brown. The plea was entered before the Honorable Robert E. Cahill, Jr., in the Circuit Court for Baltimore County.
According to the announcement, Davis fraudulently obtained approximately $63,898.33 from American Family Life Assurance Company of Columbus (AFLAC) by submitting 18 fraudulent insurance claims between October 2017 and September 2020. These claims, filed under her AFLAC short-term disability policy, falsely stated that she was unable to work due to medical disabilities, supported by forged or altered physician documentation.
A joint investigation by the Maryland Office of the Attorney General and the Maryland Insurance Administration revealed that Davis had not received medical treatment for the conditions she claimed and was not medically excused from work during the claimed periods.
Davis is scheduled for sentencing on February 6, 2025, and is required to pay restitution to AFLAC.
Attorney General Brown extended his gratitude towards the Criminal Division's Fraud and Corruption Unit, particularly Chief Alexander Huggins and Assistant Attorney General Michael Palisano, who is prosecuting the case. He also acknowledged the Maryland Insurance Administration Fraud and Enforcement Unit, Forensic Auditor Suzzanne Jones, and Investigator William Wagner, along with the State's Attorney for Baltimore County, Scott Shellenberger, for their roles in the investigation and prosecution.
