Former county health commissioner moves to insurance

June 06-- Jun. 6--Dr. Anthony J. Billittier IV, former Erie County health commissioner, will become the new executive vice president and chief medical officer with Independent Health.
Billittier will provide clinical leadership for the region's second-largest insurer, and set the tone for programs that help employers and members better manage health and wellness. He starts June 10, and replaces Dr. Thomas J. Foels, who retired several weeks ago.
"Dr. Billittier is the perfect candidate to pick up right where Dr. Foels left off in advancing Independent Health's efforts to transform health care in our community through close, collaborative partnerships with physicians and providers," said Dr. Michael W. Cropp, Independent Health president and CEO.
Billittier, an emergency physician with UBMD for 28 years, has served the last four years as chief medical officer with Millennium Collaborative Care, which is helping New York State redesign Medicaid delivery in Erie County.
He served as county health commissioner from 2000 until 2012, when he left to become founding dean of the School of Health Professions at D'Youville College. He has been a partner in Mobile Healthcare Partners the last five years, a commissioner of the Seneca Nation Health and medical director for the Elderwood Health Plan.
The West Seneca native holds a bachelor's in biology from SUNY Geneseo and is a University at Buffalo medical school graduate.
