The yield on the five-year Treasury note fell to the lowest level on record since August as traders increased bets on interest rate cuts by the Federal Reserve during the second half of this year in response to the growing slump in U.S. regional bank stocks.. The five-year rate declined as much as 7 basis points to just under 3.23%, a level last seen on August 30.
