Clements, 35, of Waterloo, also was taken to Covenant. She was cited for driving without a license and without insurance and failure to maintain control.
In an unrelated crash, paramedics with Waterloo Fire Rescue took Anthony Terrell Jacobs, 20, of 224 Sunnyside Ave., to Covenant after his Buick Regal struck a set of brick steps. The vehicle hit the steps of Consumer Credit Counseling, 1003. W. Fourth St., at about 9:35 p.m. Sunday.
