Coverage for all: bill to provide medical services to all undocumented immigrants in New York moves forward

An important step was taken in New York by the "Coverage for All" bill, which seeks to provide access to health services to more than 150,000 low-income New Yorkers, mostly undocumented, reports Tribuna Abierta.

On Monday, February 26, 2024, reports El Diario de Nueva York, the State Senate Finance Committee voted in favor of the initiative, allowing it to move forward in its legislative process.

The "endorsement" from the upper chamber of the state Legislature was received "with optimism by those pushing for the bill's passage."

The "Coverage for All" bill has been described as "a common sense policy that would close the health coverage gap for hundreds of thousands of immigrant New Yorkers" who cannot access essential and preventive health care coverage because of their immigration status.

"With this smart policy, New York State has the opportunity to ensure that members of the immigrant community can access affordable, quality health care services.

The Coverage for All Coalition is urging the Albany House and state Assemblywoman Kathy Hochul to do the same, or else the bill will once again fall through the cracks.

State Senator Gustavo Rivera defends the initiative, assuring that it will not represent an additional cost for the state, since it will be implemented with federal funds specifically authorized for this purpose, according to Tribuna Abierta.

This senator details, according to the Big Apple media: "We received confirmation from the federal government that we can use the 1332 waiver transfer funds at no cost to the State, so we must take advantage of this unique opportunity to expand coverage for New York's undocumented population and at the same time address fiscal needs by decreasing our State's emergency Medicaid spending".

A month ago, NY1 News reviewed that currently, New York State offers health insurance to some undocumented people such as children under 18, pregnant women and recently included people over 65.

"But what about the community between 19 and 64 years old, they don't have access right now and it is really something very much needed because we are talking about the low-income working community that is most impacted by not having health insurance to be able to take care of their families," said Arline Cruz Escobar, of the organization Make the Road NY.

With the passage of the bill, according to El Diario de Nueva York, "$500 million could be obtained from the federal government and change the health care uncertainty of more than half of the 250,000 New Yorkers who currently have no option to cover them.

Backers of the exciting bill reminded that "'Coverage for All' is a common sense proposal that will make our state healthier, and our health care providers more financially stable by giving uninsured New Yorkers another option besides the emergency room, one of the most expensive forms of care."
