This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is HSFE04-16-R-0018 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85. The associated North American Industrial Classification System (NAICS) code for this procurement is 562991 with a small business size standard of $7.50M.This requirement is unrestricted and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-01-22 17:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Special Shipping Instructions. The DHS Federal Emergency Management Agency requires the following items, Purchase Description Determined by Line Item, to the following: Base Period of Performance: 02/01/2016 - 01/31/2021 LI 001: Multiple Award Blanket Purchase Agreement (BPA) for portable toilets, wash stations, portable heaters, and lights to include delivery, set-up, twice a week service, and pick-up in accordance with the BPA Price Schedule in Section B.7 (see attachment). Awardees will be required to provide both Americans with Disabilities Act (ADA) compliant and non-ADA compliant portable toilets. This BPA supports the Federal Emergency Management Agency (FEMA) under the Robert T. Stafford Act.The total BPA value is estimated for the entire performance period and is at any time "Not To Exceed" (NTE) $450,000.00.

Orders will be made via call orders. Call orders issued from this BPA will be issued as Firm Fixed Price call orders.

The submission of vouchers electronically will reduce correspondence and other causes for delay to a minimum and will facilitate prompt payment to the Contractor. Paper vouchers mailed to the finance center will not be processed for payment. If the Contractor is unable to submit a payment request in electronic form, the contractor shall submit the payment request using a method mutually agreed to by the Contractor, the Contracting Officer, and the payment office.
