Specialty Technical Publishers and AECOM Publish Environmental, Health & Safety (EHS) Audit Protocol for Great Britain

Specialty Technical Publishers (STP) and AECOM announce the availability of the newly updated International Audit Protocol Consortium (IAPC) EHS audit protocol for Great Britain. Leading companies around the world use IAPC EHS audit protocols to understand the scope of their EHS regulatory obligations and rapidly collect, share, archive, and export audit findings in a cost-effective manner.

IAPC EHS Audit Protocols are prepared by AECOM in partnership with STP and focus on those national (plus, in some cases, regional or provincial) EHS requirements that have site-specific application for manufacturing operations. With a leading global EHS management consulting practice, AECOM has in-depth knowledge of local/regional EHS requirements and a worldwide technical expertise network.

STP and AECOM maintain leading-edge EHS audit protocols for more than 30 jurisdictions. The protocol documents are written in English and are available on CD-ROM in MS Word, Adobe Acrobat and Excel formats, as well as through STP's web-based portal or can be integrated into an existing company platform. Using the protocols' custom templates and advanced functionality features, auditors can easily track audit findings and manage data over time to improve compliance, risk performance and safety management. In addition, STP's formatting is compatible with leading risk management and sustainability platform providers.

Highlights of selected legislation covered in the newly updated protocol include:

   •  The "Greenhouse Gas Emissions Trading Scheme Regulations 2012, S.I. 2012 No. 3038", replace the "Greenhouse Gas Emissions Trading Scheme Regulations 2005". These Regulations provide the framework for a greenhouse gas emissions trading scheme for the purpose of implementing "Directive 2003/87/EC", as amended. The Regulations prescribe requirements for controlling emissions of carbon dioxide from listed activities and set forth rules for the interpretation of emissions from activities.
   •  The "Environmental Protection (Duty of Care) (Scotland) Regulations 2014, S.S.I. 2014 No. 4", provide new duty of care provisions for waste in Scotland. The Regulations require waste being transferred to be accompanied by a transfer note and allow for the use of electronic waste transfer notes. Guidance on the new Regulations entitled," "Duty of Care – A Code of Practice, October 2012", was issued by the Scottish Government. This Guidance provides comprehensive advice on meeting the duty of care requirements for controlled waste specified in Section 34 of the "Environmental Protection Act 1990". Under Section 34(10) of the "Environmental Protection Act 1990" (as amended), this code of practice is admissible as evidence in court and can be taken into account in determining whether a person has fulfilled the duty of care requirements.
   •  The "Pollution Prevention and Control (Scotland) Regulations 2012, S.S.I. 2012 No. 360", provide an integrated pollution control regime for Scotland for the purposes of implementing ""Directive 2010/75/EU" of the European Parliament and of the Council on industrial emissions" (the "Industrial Emissions Directive"), and for regulating other environmentally polluting activities not covered by the "Industrial Emissions Directive". These Regulations revoke and remake, with modifications, the "Pollution Prevention and Control (Scotland) Regulations 2000". These Regulations are the cornerstone of the Pollution Prevention and Control regime in Scotland, and include a prohibition on operating scheduled installations or mobile plant without an authorization that incorporates Best Available Techniques.
   •  The "Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR), S.I. 2013 No. 1471", revoke and replace, with amendments, the "1995 "RIDDOR". The new regulations simplify the reporting requirements including: replacing the list of "major injuries" with a shorter list of "specified injuries"; replacing the schedule of 47 types of industrial diseases with 8 categories of reportable work-related illnesses; and requiring fewer types of "dangerous occurrence" reporting. In addition, new guidance concerning the "RIDDOR" entitled, "A brief guide to the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR)" was issued by the Health and Safety Executive.
   •  The "Biocidal Products and Chemicals (Appointment of Authorities and Enforcement) Regulations 2013, S.I. 2013 No. 1506", appoint the national authorities in relation to "Regulation (EU) No 649/2012" of the European Parliament and of the Council of 4 July 2012 Concerning the Export and Import of Hazardous Chemicals". The 2013 Regulations repealed and replaced the "Export and Import of Dangerous Chemicals Regulations 2008, S.I. 2008 No. 2108", effective 1 March 2014, and will revoke most of the "Chemicals (Hazard Information and Packaging for Supply) Regulations 2009" effective 1 June 2015.
   •  The "Plant Protection Products (Sustainable Use) Regulations 2012, S.I. 2012 No. 1657", transpose "Directive 2009/128/EC" of the European Parliament and of the Council Establishing a Framework for Community Action to Achieve the Sustainable Use of Pesticides" and provide enforcement provisions. They include requirements for the use and storage of plant protection products.
