OBJECTIVE:
Remove the existing fire alarm and detection system and install a new fire alarm system and detection system with voice evacuation. The new fire alarm and detection system with voice evacuation must have the capability to network through fiber optic connection to all remote panels located throughout the campus. Any alarm, trouble or supervisory condition must be able to annunciate to the main fire alarm and detections system with voice evacuation being installed in Graphic Control.
STATEMENT OF WORK:
This project will provide complete design documentation for project "Replace Fire Alarm System" in the entire facility (campus-wide installation) at the
The design of this project will address, but will not be limited to, the following items:
1. Remove the existing Notifier 20/20 fire alarm panel and install a new fire alarm and detection system with voice evacuation located in Graphic Control.
2. Voice evacuation will be in a bilingual format and announce messages in both English and Spanish.
3. Provide a GUI (Graphic User Interface) workstation in Graphic control that has the capability to monitor all campus fire alarm network nodes. Control all addressable devices located throughout the campus. Reset all network nodes and broadcast voice notifications for Evacuation and other emergency conditions. Notification of staff for response shall be by digital voice (speaker) systems. Do not use coded or taped voice systems. The fire alarm system shall be designed such that it is possible to manually broadcast an emergency voice message simultaneously to all buildings provided with speakers. Selectable switches shall also be provided at the fire alarm voice control panel so that a manual voice message can be communicated to each connected building individually. As a minimum, provide one switch per building.

5. Each GUI workstation will have horizontal graphics indicating each device by building, floor and room. Each device represented will have the capability to be controlled by touch screen to enable, disable, turn on and turn off. Reset of the entire campus will be accomplished from one GUI workstation.
6. Provide the appropriate number of extended SLC loop cards, amplifiers, power supplies, network control modules, and network annunciators that are required for the installation of the new addressable fire alarm and detection system with voice evacuation.
7. Install new remote annunciator panels throughout the campus at each entrance in all buildings. All remote annunciator panels will be required to be supervised for all fault conditions.

11. Campus buildings will stand alone as a general evacuation alarm system when communications are lost to other networked buildings. When that communication is lost the building shall default as indicated to provide a general evacuation signal. This communications fault shall also be indicated as a trouble condition on the main system located in Graphic Control.

14. All wiring on each floor will be installed horizontally and not vertically between floors.
15. All raceway installed will be painted red in color to identify the fire alarm and detection system.
16. All fire alarm wiring shall be installed in raceway separate from all other systems. Do not combine fire alarm systems with other systems such as building automation, energy management, security, etc.
17. Wiring for the campus fire alarm and detection system will be specified as such as indicated in

" Signaling Line Circuits (SLC): Class B.
" Notification Appliance Circuits (NAC): Class B.
" Communications between building fire alarm control units: Class X.
18. The new system install will have a growth allowance of 50% to allow for future expansion on the campus.

Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security per VA Handbook 6500.6, Contract Security, APPENDIX C.

The detailed project design should begin with the above-mentioned intense on-site physical survey and collection of previous project data.
All designs shall incorporate all architectural and engineering disciplines necessary to provide for a complete and functional design. Designs shall be in accordance with all applicable requirements of
The A/E will be required to perform all necessary site survey work such as verifying record drawings.
The following investigative work shall be included within the scope of this project:
A. Provide all Engineer investigative work for application to this project including but not limited to soil studies, vibration studies, electrical load testing, and any other test or study required to complete this project. Verify existing conditions to insure the accuracy of your design, and verify location of underground utilities prior to necessary excavations.
Field verify VA furnished drawings to insure A/E design is accurate. It is the A/E's responsibility to determine existing conditions and to base the design on this information.
B. Materials to be furnished to the A/E by the VA - The following shall be furnished to the A/E upon request:
The VA will provide the A/E with copies of drawings of trades per their request. The accuracy of the drawings is not guaranteed and shall be used only for general information. Actual conditions must be field verified by the A/E and all consulting firms.
All VA standards, specifications, Space Planning Criteria, Equipment & Design Guides List and design submission guidelines can be obtained by accessing the World Wide Web at the following address:
SELECTION CRITERIA: Selection will be based on the following criteria which are numbered in descending order of importance:
1) Professional qualifications necessary for satisfactory performance of required service and working together as a team (in-house and/or consultants(s))
2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. (Include Government and private Experience)
3) Capacity to accomplish work in the required time.
4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules.
5) Location in general geographical area of the project and knowledge of the locality of the project; provided, that application of the criterion leaves an appropriate number of qualified firms, given the nature and size of the project

SUBMISSION CRITERIA/REQUIREMENTS: SF 330s will be evaluated to determine the most highly qualified firm based on the criteria responses. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. Failure to provide requested data, accessible points of contact or valid phone numbers could result in a firm being considered less qualified. All projects provided in the SF330 must be completed by the office/branch/individual team member actually performing the work under this contract. Projects not performed by the office/branch/individual team member will be excluded from evaluation consideration.
The SF 330 is limited to 100 single-sided pages. Minimum font size is 10 point. Additionally, the submission must include an insert detailing the following information:

ADDITIONAL INFORMATION: Potential Service-Disabled Veteran Owned Small Business (SDVOSB) contractors must be visible/certified in Vet Biz (www.vetbiz.gov) at time of submission of their qualifications in order to be considered for an award. As a prospective offeror or bidder for this Service Disabled Veteran Owned Small Business (SDVOSB), you are verifying your company meets the status requirements of a SDVOSB concern as established by 38 CFR Part 74.
Submitting firms themselves and/or submitting firms intending to use SDVOSB and/or VOSB during contract performance are reminded such firms must be registered on Vetbiz and CVE Verified prior to award. Further, the service connected veterans (SDVOSB)/veterans must manage and control the daily operations of the firm, or in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran. Any subcontracted or otherwise business entity(s) used must be identified by name, office location and size/type of business (i.e. SDVOSB, VOSB, 8(a), large, etc).
