MICC - Fort Drum

The Mission Installation Contracting Command (MICC), Fort Drum, NY 13602 is issuing a Sources Sought for Animal Control Services. The Contractor shall provide all labor, facilities, tools, and materials to provide food, shelter, medical care, and other basic needs for stray domestic animals delivered by Fort Drum until either claimed by the owner or taken care of according to the Contractor's business model In Accordance With (IAW) the Performance Work Statement (PWS); all attachments; and subject to the terms and conditions of the contract. The designated North American Industry Classification System (NAICS) Code for this acquisition is 812910, Animal Shelters with a size standard of $7,000,000.00; and Product Service Code (PSC) R416, Veterinary and Animal Care Services. Mandatory Qualifications: This requirement consists of receiving, sheltering, and caring for an estimated quantity of 325 cats and dogs, delivered annually by the Government. The Contractor may be responsible for attempting to contact the owners, adopting out unclaimed animals, and long term care or disposal of the animal IAW any state, or local regulation and the shelters normal business practices. In order to be eligible to receive an award from this contract, the Contractor shall be located within a 15 mile radius of Fort Drum, NY; shall have to secure New York State insurance; and be registered in the System for Award Management (SAM) at https://www.sam.gov. The purpose of this market survey is to solicit interest and capabilities from vendors in order to develop an appropriate procurement strategy. Information gathered may provide direction to the type of set-aside. The anticipated contract type is a Firm Fixed-Price (FFP) Requirements contract with an anticipated duration of a Twelve-Month Base Period, with Four Twelve-Month Option Periods. Individuals or Businesses interested in this requirement are requested to submit a statement of interest to [email protected]. This statement shall include company information, DUNS Number, CAGE Code; Point Of contact (POC); and current SAM Registration. Only responses submitted through email, and received No Later Than (NLT) 8 March 2014 will be considered. This is not a request for competitive quotes and will not result in contract award. Since this is a Sources Sought announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists and vendors should not request a copy of a solicitation. Fort Drum is not seeking or requesting unsolicited proposals. Fort Drum will not accept telephone or fax inquiries. All information received will be considered market research. Fort Drum must receive all responses to this sources sought notice No Later Than (NLT) 1:00 pm Eastern Standard Time (EST), 8 March 2014. The anticipated Solicitation issue/posting date will be no sooner than 30-45 days after the posting of this notice. The receipt date for the quotes shall be 30 days after the actual Solicitation issuance/posting date on the Federal Business Opportunities (FedBizOpps.gov) web page at https://www.fbo.gov/. Specific dates will be indicated in the solicitation. Questions shall be submitted in writing via email to; [email protected], or delivered, mailed to, Mission & Installation Contracting Command, 45 West Street, Fort Drum, NY 13602-5220. No phone calls will be accepted until the issuance of the solicitation.
