INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.

REGULATORY AUTHORITY

Purpose and Objectives
The
Period of Performance
One year with one one year option period.
Project Description
Assign scientific codes to NIMH grants, contracts (including inter- and intra- agency agreements), and intramural research projects. The main purpose of the scientific coding is to enable NIMH to prepare required and ad hoc budget reports, perform portfolio analyses, and respond to a variety of media, public, and Congressional requests.
Specific Task 1 -- Grant Coding
* The Contractor shall provide coding assignment to 400 awards assigned by the
COR.
* The Agency will inspect the coding using general consistency with past coding of similar grants and review by NIMH expert staff as acceptance criteria.
* The Contractor shall complete coding tasks to allow Agency review and notification of deficits, and the Contractor's revised corrected coded awards.
* The Contractor shall complete coding within a specified period of time following each Advisory Committee meeting or pay plan release
* The Contractor shall revise coding based on review by NIMH staff
* The Contractor shall insure general consistency with past coding of similar
grants
* The Contractor shall maintain timely communication with NIMH project
officer regarding any difficulties encountered
