INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a contract without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED.

The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to purchase for grant coding services from IT Semiotics, Inc.

NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE

The intended procurement is classified under NAICS code 541511with a Size Standard of 27.5 employees.

REGULATORY AUTHORITY

The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-76 dated July 25, 2014.

This acquisition is for a commercial item or service and is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures. This acquisition is NOT expected to exceed the simplified acquisition threshold.

STATUTORY AUTHORITY

This acquisition is conducted under the authority of the authority of FAR Subpart 13.106-1.

DESCRIPTION OF REQUIREMENT

Purpose and Objectives

The National Institute of Mental Health (NIMH) is dedicated transforming the understanding and treatment of mental illnesses through basic and clinical research, paving the way for prevention, recovery, and cure. The contract provides for the scientific coding of NIMH-funded grants, contracts (including inter- and intra-agency agreements), and intramural research projects. The contractor shall apply scientific codes to NIMH-funded grants, contracts (including inter- and intra-agency agreements), and intramural research projects.

Period of Performance

One year with one one year option period.

Project Description

Assign scientific codes to NIMH grants, contracts (including inter- and intra- agency agreements), and intramural research projects. The main purpose of the scientific coding is to enable NIMH to prepare required and ad hoc budget reports, perform portfolio analyses, and respond to a variety of media, public, and Congressional requests.

Specific Task 1 -- Grant Coding

* The Contractor shall provide coding assignment to 400 awards assigned by the

COR.

* The Agency will inspect the coding using general consistency with past coding of similar grants and review by NIMH expert staff as acceptance criteria.

* The Contractor shall complete coding tasks to allow Agency review and notification of deficits, and the Contractor's revised corrected coded awards.

* The Contractor shall complete coding within a specified period of time following each Advisory Committee meeting or pay plan release

* The Contractor shall revise coding based on review by NIMH staff

* The Contractor shall insure general consistency with past coding of similar

grants

* The Contractor shall maintain timely communication with NIMH project

officer regarding any difficulties encountered

CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION

The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, IT Semiotics, under contract to the NIH CIT, developed, implemented, and maintains a computer-assisted scientific coding system, called Scientific Coding System OnDemand (SCS OnDemand). This system has been further customized to incorporate the specific coding practices, vocabulary, and reporting requirements of seven NIH ICs, including NIMH. The NIMH version of SCS OnDemand, PARIS, has been in use since 2001, and is an essential, integral component of the NIMH budget, scientific, and policy reporting capabilities and processes.

THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) http://www.sam.gov/ [www.sam.gov]."

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
