In this week's Health Reform Update, PSI and other consumer groups receive their requested clarification from the Centers for Medicare and Medicaid Services (CMS) affirming that non-profit foundations can assist with Marketplace premiums and cost-sharing. CMS is still weighing whether to mandate that all Marketplace insurers accept such third-party assistance from Ryan White/ADAP programs, while a federal court granted an injunction against Louisiana insurers that sought to deny them.
Total Marketplace sign-ups break four million, although young adults and the new non-profit insurance cooperatives continue to show mixed results. Maryland became the latest state to fire their Marketplace contractor due to continued website failures. In a surprise move, CMS will make Affordable Care Act (ACA) subsidies retroactively available to those who were unable to enroll in a glitch-plagued state-based Marketplace, so long as they enrolled in an ACA-compliant plan.
Patient Services Inc. (PSI) is a 501(c)(3) non-profit, charitable organization which provides a "safety net" for patients with chronic illnesses who were struggling to keep up with expensive premiums and co-payments.
