This project is to correct threats to Life/Health/Safety in the existing receiving/service building. The existing facility is in need of major renovation and correction of dozens of safety violations. The new facility, replacing the outdated, obsolete and undersized facility, will include areas for incoming ammunition receiving, unpacking, servicing and distributing the munitions to other storage facilities as well as an administration area with restrooms. Supporting facilities shall include site development, site drainage, parking/loading/unloading areas with concrete curbs and gutters, concrete sidewalks, HVAC, deluge system, intrusion detection and fire protection. Utilities shall include information systems/comm/telephone, holding tanks for water and sanitary sewer, electrical service including connection to all existing utility lines. Cost range for this project is less than $2,000,000.00. The proposed project duration is 12 months. North American Industry Classification System (NAICS) Code of 236220 with a Small Business Size Standard of $33,500,000.00. FSC is Y1AE. Bids are solicited only from small business concerns. Bids received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected. All bidders are advised that this project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation, negotiation and/or final award process. Downloading the Solicitation: The solicitation will be available on or about 18 December 2013. Plans and specifications will not be provided in hard paper copy. The solicitation and all amendments for this Invitation for bids will be posted on www.fbo.gov Viewing/downloading documents from fbo.gov It is the bidder's responsibility to check www.fbo.gov frequently for any amendments or changes to the solicitation. The Government is not responsible for any loss of internet connectivity or for an offerors inability to access the documents posted at the referenced website. If you would like to list your firm so that others can see you are an interested vendor, you must click the Add Me to Interested Vendors button in the listing for this solicitation on www.fbo.gov An organized site visit is scheduled for January 8, 2014 at 9:00 AM local time at Building 561 (corner of 3rd street and G street) Fort Irwin, CA 92310-0048. Please park in back of building. Additional site visits will need to be coordinated with the PM, at least a week before the planned visit to the site at Fort Irwin, CA. The purpose of the site visit is for the contractor and affected subcontractors to become familiar with the existing site conditions. Requests for Information (RFIs) generated from the site visit must be entered into the ProjNet, Contractor RFI system for responses. Attendance at the site visit is strongly recommended. The Point of contact (POC) for the site visit is Mr Randi Elder at 760 256-4525. All contractors are asked to limit attendance at the site visit to one vehicle per contractor due to the fact the proposed site is in a controlled area. Privately-owned vehicles and leased vehicles will not be permitted inside this controlled storage area. Due to this issue, personnel attending the site visit will be cleared through the access and then driven to the new facility site by government personnel. Contractors attending the site visit will be allowed as much time as they deem necessary within the controlled area. Contractors will be required to register by email with Mr. Randi Elder by noon on Monday, January 6, 2014. Contractors will be required to register by email with Mr. Randi Elder at least a week in advance for additional site visits. The e-mail shall include the company name, each personnel's name, driver's license (DL) number, state of licensure, DL expiration date, and the contractor POC's day-time telephone number. If there are any changes to the site visit date or location, each contractor POC shall be informed. All site visit attendees MUST present a valid picture identification issued by a US Government Agency, such as a US state license or US passport, as well as registration and insurance (or rental agreement, as applicable). No exceptions will be made. Please ensure that all personnel attending the site visit are aware of these requirements.
