The purpose of this Pre-Solicitation Notice Amendment is to do the following: a. Change the NAICS Code From: 236220 Commercial and Institutional Construction To: 236118 Residential Remodelers b. Change paragraph 3 to read "This project is to perform design build whole house revitalization of existing HiRise Bara Tower Bldg. 5035 which consists of 68 enlisted and officers at the Hario Housing area, in Sasebo, Japan. ..." c. The basic award (CLIN 0001) includes construction work for CLIN 0001 and design work for CLIN 0001 and CLIN 0002, Option Bid Item 0001. CLIN 0001 - Contractor shall revitalize 44 jurnior enlisted, 16 senior enlisted, and 8 officer three bedroom apartment units. CLIN 0002 - Option Bid Item 0001 includes construction work to provide underground conduits wiring between Manhole N-MH-2-1 and Building 5113. The material, labor, and equipment for CLIN 0002 shall not be included in the base bid and shall be listed separately on the price proposal sheet. The option item may or may not be awarded. If CLIN 0002 is exercised, no additional time will be added to the contract completion date. d. Interested offerors can view and/or download the solicitation from this website when it becomes available on or approximately January 2014. All other terms and conditions reman the same. 1. THIS IS A PRESOLICITATION NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. NO SPECIFICATIONS OR DRAWINGS ARE AVAILABLE AT THIS TIME. 2. CONTRACTOR LICENSING REQUIREMENTS: Any contract resulting from this solicitation will be awarded and performed in its entirety in the country of Japan. Contractors must be duly authorized to operate and conduct business in Japan and must fully comply with all laws, decrees, labor standards, and regulations of Japan during the performance of the contract. Prior to award of any contract, offerors must be registered to do business in Japan and possess a construction license (Kensetsu Gyo Kyoka) issued by the Ministry of Land, Infrastructure and Transport, or prefectural government. Offerors will be required to provide verification of such construction license prior to award of any contract to the contracting officer if such information is not already on file with or available to the contracting officer. In the case of offers from a joint venture, at least one of the joint venturers must possess and provide verification of such construction license prior to award.

STATUS OF FORCES AGREEMENT: The U.S. Government will not offer "United States Official Contractor" status under Article XIV of the U.S.-Japan Status of Forces Agreement (SOFA) to any offeror awarded a contract under this solicitation; nor will the U.S. Government certify any employees of a contractor as "Members of the Civilian Component" under Article I(b) of the SOFA.

3. This project is to perform whole house revitalization of existing HiRise Bara Tower Bldg. 5035 which consists of 68 enlisted and officers at the Hario Housing area, in Sasebo, Japan. Renovation consists of replacement of interior finishes, replacement of kitchen, repair of bathrooms and laundry rooms, repair ceiling and wall boards, upgrade electrical systems, remove existing chillers and replace with AC/Heater units, and replace two existing elevators. The project will provide testing of asbestos and lead material and abatement, as necessary; removal and disposal of materials, clean-up, and related miscellaneous work. The project provides a complete and useable facility.

The estimated cost range is more than $10,000,000. The Offeor shall be required to complete the entire work, ready for use, not later than 520 calendar days including the mailing period after the date of Award. The mailing period includes the days for mailing of the Notice of Award and the submission of the required bonds and certificate of insurance. The time for completion shall include final clean up of the premises. 4. Award will be made to the responsible offerors whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors.

5. Interested offerors can view and/or download the solicitation from this website, Federal Business Opportunities (FBO), at https://www.fbo.gov when it becomes available on or approximately December 2013.

Hard copies will not be provided. It is the offerors responsibility to check the websites daily for any amendments to this solicitation. All interested offerors shall register at the website https://www.fbo.gov.

Offerors must be registered with the System for Award Management (SAM) in order to receive a Government contract award. To register, the SAM Internet address is: https://www.sam.gov/portal/public/SAM/. Offerors must have an active registration in SAM and must have active Representations and Certifications in SAM. Interested offerors are encouraged to register as soon as possible.

6. The information being requested does not constitute a Request for Proposal or a commitment on the part of the government to award a contract, nor, to pay for any costs incurred as a result in replying to this notice.
