Subject: Dental Insurance Provider

Classification Code: G - Social services

Solicitation Number: DentalInsuranceSourcesSought

Contact: Margaret Tse, Email [email protected]

Description: Department of the Treasury

Comptroller of the Currency (OCC)

Acquisition Management (AQM)

*Note: The NAICS code has been changed from the original posting to 524114, Direct Health and Medical Insurance Carriers, which has a small business size standard of $35.5 million* This announcement constitutes a Sources Sought (market survey). This is not a Request for Quote (RFQ) or a Request for Proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Office of the Comptroller of the Currency OCC is seeking interested insurance companies to provide dental insurance for its employees, retirees, and their eligible family members, as well as employees of the Office of Financial Research (OFR) and their dependents. The purpose of this sources sought is to determine interest and capability of small business companies relative to the NAICS code 524114, Direct Health and Medical Insurance Carriers with a small business size standard of $35.5 million. The insurance program must be able to provide a nationwide dental network of preferred providers. The OCC intends to award a ten-year contract for dental insurance. The OCC will only entertain offers directly from insurance companies which will not include broker commissions or consultant fees that will apply to the award in the form of add-ones to the premium or in any other form. The OCC will not entertain offers from third party vendors. Requirement Description The OCC is unique from most other federal government agencies because it has independent authority to offer its employees compensation and benefit programs that are not offered by other agencies. Under the current dental contract, employees are offered a choice between a dental Preferred Provider Organization (PPO) option or a Dental Health Maintenance Organization (DHMO) option. The OCC intends to continue with these two options. Enrollment in the program is not automatic. To enroll, employees are currently required to complete an enrollment form and choose the dental option of their choice and to list their eligible dependents. The OCC is seeking to improve the enrollment process for employees through automation offered by the contractor. Additionally, in support of the OCC's efforts to educate employees on healthy living and their benefit options, the OCC is looking for a Contractor to do the following: - Attend an onsite health benefits fair that is generally held in November of every year at OCC's headquarters location at 400 7th Street, SW, Washington, DC. The Contractor is to supply handouts and giveaways and be prepared to answers employee questions concerning the OCC Dental Insurance program.

- Supply dental program awareness materials that will serve as handouts at OCC's Total Rewards Showcase that is held in April of every year.

- Provide electronic communications material regarding healthy living that can be posted on OCC's intranet site.

- Support an OCC wellness fair at OCC's headquarters location by arranging for the attendance of a vendor in the health field (at no additional cost to the OCC) that will provide free demonstrations of their services or products. This event has never been hosted by the OCC and it is currently under development.

Submission Requirements

Please provide the following in your response:

1) Name of company with address, point of contact, phone, email, and website address, if applicable. 2) CAGE Code and DUNS number 3) Contract vehicle information if you believe the OCC can use a GWAC to obtain these services. 4) Company's category of small business, if applicable (e.g., 8(a), HUBZone, SDVOSB, etc.) 5) Statement of capability demonstrating your firm's skills, experience, ability to meet the requirement outlined above. 6) If a commercially available price list is available, please provide the list.
