JUSTIFICATION FOR OTHER THAN
FULL AND OPEN COMPETITION
I. CONTRACTING ACTIVITY
The Air Force Test Center (AFTC), Operational Contracting Division, Base Operating Support Branch (AFTC/PZIOAC),
II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED
This action will extend service of the contract awarded to America's Price, FA2823-13-M-R012 for an additional 3 months. This J&A will cover one action, for the contractor to provide Medical Transcription Services to
III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS
Under the contemplated contract, America's Pride will provide Medical Transcription Services at the
IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN COMPETITION
The statutory authority permitting other than full and open competition is 10
V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)
Only One Responsible Source 6.302-1: This acquisition requires highly specialized service, requiring knowledge, skills and experience already in place and only available from America's Pride and would cause unacceptable delays in fulfilling the agency's requirements.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTIBABLE

Twenty-one interested contractors responded to the sources sought notice. However, due to the technical requirements of the DIACAP certification we were unable to determine if any of these contractors would be able to technically meet the requirements of the contract. The current security efforts in place for EAFB prevented internet access off base thus resulting in a delay to the acquisition and a solution sought by the 96 MDG.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND REASONABLE
Anticipated costs will be determined fair and reasonable based on price analysis in accordance with FAR 13.106(3)(a). The proposal will be evaluated by the government's technical representatives prior to award. The determination of fair and reasonable pricing is based on the fact that America's Pride has agreed to extend the contract at the current rates on the original contract, which was competed. The only adjustments made to those prices were due to increases to the Wage Determination. The contractor also agreed to maintain option year three pricing levels for this effort due to the economic situation.
VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS NOT CONDUCTED
As described in Section VI above, market research, in accordance with FAR Part 10 was conducted by synopsis of proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties. Due to time constraints, America's Pride is the only company able to provide this service so there is no interruption in service and no harm to the Government. Their employees are currently in place under the current FA2823-13-M-R012 contract. However, we are unable to finalize the technical solution as anticipated due to the change in requirements thus creating a need for an extension of the bridge contract.
IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND OPEN COMPETITION
The technical specifications and PWS for the upcoming contract have been completed and the upcoming contract will be awarded during the three month period of performance that this contract will cover.

XI. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES REQUIRED

XII. CONTRACTING OFFICER'S CERTIFICATION
The contracting officer's signature on the Coordination and Approval Document evidences that he/she has determined this document to be both accurate and complete to the best of his/her knowledge and belief (FAR 6.303-2(a)(12)).
XIII. TECHNICAL/REQUIREMENTS PERSONNEL CERTIFICATION
As evidenced by their signatures on the Coordination and Approval Document, the technical and/or requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete (FAR 6.303-2(b).
