Pre-proposal Conference Announcement - 06 November 2013, 10:00amThe Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service Acquisition Division (FPSAD), East Consolidated Contracting Group (ECCG) intends to procure protective security officer (PSO) services at various locations throughout the State of Delaware. This requirement is being solicited as a commercial item in accordance with FAR Part 12. It is anticipated that a single award, firm fixed-price type, indefinite-delivery indefinite-quantity type contract will be established as a result of RFP HSHQE3-14-R-00001. The contract will consist of a 12-month base period followed by four 12-month options with an additional 6-month option to extend service pursuant to FAR 52.217-8. The NAICS code for this acquisition is 561612, Security Guard and Patrol Services. The size standard is $19 million.

As an integral part of this security effort, the contractor shall provide and maintain all management, supervision, manpower, training, equipment, supplies, licenses, permits, certificates, insurance, pre-employment screenings, reports, and files necessary to accomplish this requirement. The RFP will require the submission of a technical proposal as well as a price proposal. All proposals received from industry will be evaluated using best value trade-off procedures. This requirement is being solicited unrestricted.

The resulting contract requires access to classified information. Offerors shall possess a Top Secret/Sensitive Compartmented Information (SCI) facility clearance prior to the date and time established for submission of offers. Offerors shall provide a certified statement of current Top Secret/SCI Facility Clearance which will be verified through the Defense Security Service by the Contracting Officer prior to award.

All contractors must be registered in the Central Contractor Register CCR (http://www.ccr.gov). Furthermore, offerors are required to complete their Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov.

A pre-proposal teleconference will be held on 06 November 2013 at 10:00am at the following address: DHS/OPO/FPSAD/ECCG 701 Market Street, Suite 3200 Philadelphia, PA 19106

If Offerors are interested in participating via teleconference rather than attending in person, a call-in number and pass-code for this pre-proposal conference can be provided via e-mail to those company representatives that request the information. Interested Offerors should contact the Contract Specialist at [email protected], no later than 5:00pm, Monday, 04 November to request the call-in number and pass-code.
