17 candidates vie for judicial seats in Orange-Osceola circuit

July 19--When they go to the polls Aug. 26, voters in Orange and Osceola counties will have the opportunity to dramatically reshape the local judiciary, deciding among 17 candidates for eight seats on the circuit bench.

The biggest-spending race pits Diana Tennis, a veteran trial attorney and local TV legal commentator, against Patricia Strowbridge, the only Ninth Judicial Circuit candidate twice certified as an expert by The Florida Bar.

Strowbridge, whose campaign has so far spent $89,000-plus, said her specialty areas, marital and family law as well as adoption law, are rare among circuit-judge candidates and lacking on the bench.

"I have a commitment and a passion for children and families," she said.

Tennis, who has spent more than $72,000 on the race so far, said her years spent in front of a jury set her apart: "My opponent doesn't have any jury-trial experience ... I've got experience working on a dozen-plus murder trials."

Four incumbents face opponents, including Circuit Judge Heather Pinder Rodriguez, appointed by Gov. Rick Scott in 2012. Her opponent, Orlando attorney Roger Scott, is a U.S. Army veteran and a black-belt martial artist.

He's running as a political outsider, boasting on his website: "I'm Like You ... I drive a truck."

Scott said he decided to challenge the incumbent, in part because she was harshly criticized in a recent Central Florida Association of Criminal Defense Attorneys survey. Several lawyers accused her of bias or poor management.

Pinder Rodriguez, however, noted she won the same organization's straw poll last week. The anonymous comments in the earlier survey, she said, were inconsistent with any other feedback she's received.

Scott was the subject of an Internal Revenue Service lien filed last year, asserting he and his wife owed more than $38,000 in back taxes. That resulted from a "major mistake" involving money he thought he already had paid, Scott said.

Another race pits former one-term state Rep. Kim Shepard against Norberto Katz, a child-support-hearing officer since 1998.

Shepard is running on the breadth of her experience: in the Legislature, as a former prosecutor, a business lawyer and a former EMT. Katz says his long-held role conducting hearings gives him judgelike experience.

Katz's legal career has a blemish. He was suspended in from practice by The Florida Bar for 90 days for dishonesty and other misconduct in 1995, after a client complained about his lack of diligence in handling an estate case.

He said he has since atoned: "I acknowledge the mistake and, in fact, I not only took action, I've learned from it."

The Orlando Sentinel surveyed the Orange-Osceola circuit candidates on their experience; below are their responses, which were edited for length. Circuit judges serve six-year terms and earn $146,000 annually.

Group 10

Norberto Katz

57, Maitland

Years in practice: 30.

Law school: Mississippi College School of Law.

Experience: Katz & Veliz, 1995-98; child-support-hearing officer, Ninth Circuit, 1998-present.

Specialty: Family, juvenile law; probate and guardianship.

Kim Shepard

52, Orlando

Years in practice: 24.

Law school: University of Florida.

Experience: 22 years running a business-focused law practice; former Ninth Circuit State Attorney's Office domestic-violence director; former Florida House representative.

Specialty: Business, contractual law; regulations, compacts, treaties, industry standards and statutory requirements.

Why should voters choose you : "I believe my knowledge and experience will be a significant and unique addition to the overall expertise of our current bench."

Group 12

Frank George

50, Orlando

Years in practice: 23.

Law school: Thomas M. Cooley, Michigan.

Experience: Assistant public defender, Seventh Circuit, 1991-96; assistant state attorney, Ninth Circuit, 1996-01 and 2003-present; current trial-unit director.

Specialty area: Criminal prosecution.

Why should voters choose you: "I have spent my career as a trial attorney ... I have the experience, judgment and maturity to serve the people, and will put the people first."

Margaret Schreiber

(Incumbent)

58, Orlando

Years in practice: 32.

Law school: Vanderbilt University School of Law, Tennessee.

Experience: Clerk for the chief judge, Florida Third District Court of Appeal, 1982-83; Henderson, Franklin, Starnes & Holt P.A., Fort Myers, 1983-86; Fleming, O'Bryan & Fleming, Fort Lauderdale, 1986-88; Lowndes, Drosdick, Doster, Kantor & Reed P.A., 1988-01; Williams and Williams, Winter Park, 2009-11; circuit judge, 2011-present.

Specialty area: Complex civil litigation, construction law, real estate, business, certified circuit civil mediator.

Harold M. Bacchus

Experience: Former prosecutor, public-defender intern. Now practicing family law and criminal defense. Former auto mechanic, mortuary transport technician and road-construction supervisor.

Specialty area: None.

Why voters could choose me: "The only candidate with a wide range of life experience that will be able to understand individuals who come before the court or are brought before the court."

Elaine Barbour

55, Orlando

Years in practice: 26.

Law school: Cumberland School of Law, Samford University, Ala.

Experience: Assistant public defender and felony-division chief, Ninth Circuit, 1988-92; Darin & Gerjel P.A., Maitland, 1992-93; Barbour & Engum P.A., 1993-00; Law Office of Elaine A. Barbour P.A., 2000-present.

Specialty area: Marital and family law, board-certified in criminal-trial defense.

James Hetz

45, Orlando

Years in practice: 16.

Law school: St. Thomas University School of Law (JD), Miami Gardens; The John Marshall Law School (LLM), Illinois.
