Southern California real estate investment firm Cumberland Holdings pulled the trigger on 2014′ s top deal, buying the 176- unit Heritage Village apartment complex on Willakenzie Road from a pair of Portland investors. “We’ve been looking all over the state for properties,” said Graham Chernoff, Cumberland Holdings’ president and a Portland native.
