State's auto insurance rates stabilized

The Pennsylvania Insurance Department (PID) announced that Pennsylvania's personal auto insurance market is stabilizing after several years of rising premiums, offering relief from premium increases for drivers across the Commonwealth. In 2025, PID-approved private passenger auto rate filings averaged a 0.2 percent rate decrease. The trend continues so far in 2026, with recent PID-approved private passenger auto rate filings reflecting an average 0.5 percent rate decrease – a $60 million reduction in proposed premium costs.

"We're happy to see stabilization of the personal auto insurance market in Pennsylvania, which signals a healthy, pro-consumer market and will help keep more money in Pennsylvanians' pockets," said Pennsylvania Insurance Commissioner Michael Humphreys. "PID's rate review team is dedicated to protecting Pennsylvanians by making sure that rates are not excessive, inadequate, or unfairly discriminatory. Today's announcement confirms that our oversight has continued to build strong, competitive markets across the commonwealth."

From 2022 to 2024, Pennsylvania drivers, similar to drivers nationwide, faced significant average auto insurance rate increases. Despite these increases in prior years, the Shapiro Administration pushed back against excessive, unfair auto insurance rate increase requests, saving Pennsylvania consumers $91 million from filings in 2025. PID reviews auto insurance rate filings year-round, evaluating whether proposed changes are justified, accurate, and fair. When necessary, PID works with insurers to revise, resubmit or withdraw unreasonable requests.

Pennsylvanians should begin to see this stabilization – which could result in the same or lower premium – when either buying a new policy or at policy renewal. Auto insurance protects Pennsylvanians from financial loss if they have an accident. These policies contain a variety of coverages, including medical benefits, bodily injury liability, and property damage liability.

PID reminds Pennsylvanians to periodically check with their insurance company or insurance agent to review their existing coverage. Pennsylvania's personal auto insurance market is competitive, with more than 200 insurers, so these reviews help Pennsylvanians explore their available options and get the best price.
