In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract, and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Mitigation Section, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the National Academy of Sciences (NAS), to conduct an urban flooding study. The NAS is charged with providing independent, objective advice to the nation on matters related to science and technology. The contractor shall provide the following support services: The primary focus of the study should be urban areas outside of special flood hazard areas as defined by FEMA. In conducting the study, the NAS shall review and evaluate the latest available research, laws, regulations, policies, best practices, procedures, and institutional knowledge regarding urban flooding. The study should include: A. The trends in frequency and severity, prevalence and costs associated with urban flooding across the United States with a focus on the largest metropolitan areas. (Consequence assessment)

B. The adequacy of existing federally provided flood risk information and methods and products that could be used to identify, map, or otherwise characterize the risk associated with urban flooding. (Risk identification, characterization, and communication)

C. The causes of urban flooding and its increase over the past 20 years including the impacts of climate change, urbanization and ageing, condition, and adequacy of stormwater infrastructure. (Risk drivers)

D. The most cost-effective strategies, practices, technologies, policies, standards, or rules used to reduce the impacts of urban flooding. (Risk reduction/Risk management)

E. The most sustainable and effective methods for funding flood risk and flood damage reduction at all levels of government. (cost-benefit analysis)

F. The relevance of the National Flood Insurance Program to urban flooding areas outside traditional flood plains, and strategies for improving compliance, broadening coverage, and increasing participation under the program. (Role of NFIP)

Upon completion of the study, NAS should submit to FEMA a report that includes the results of the above mentioned reviews and evaluations as well as pertinent recommendations. A high level quarterly status report that includes a brief summary of ongoing activities should also be provided prior to the date of the report.

For the level of support required, FEMA OCPO intends to award a contract to the NAS having a one (1) year period of performance. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements." This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government, and information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government/FEMA will not be responsible for paying for any of the costs incurred and associated with the development of any responses submitted to this posting.
