S/. 1 million overcost of materials in urban paving in Amarilis reported

The Comptroller General of the Republic warns of a cost overrun of materials and supplies for more than S/. 1 million in the paving of Peru and Javier Heraud Perez avenues in the human settlement San Luis in the district of Amarilis, which generates an economic damage against the Regional Government of Huanuco. According to the Concurrent Control Report No. 005-2024-OCI/5339-SCC, in the technical file they considered prices in excess and without VAT, such as the bag of cement at S/ 29, the m³ of crushed stone at S/ 110 and the coarse sand at S/ 140.

These prices are higher compared to the prices verified by the Comptroller's Office in the construction of the transportation department headquarters, a project also executed by the Regional Government of Huanuco. The same types of materials have lower prices, cement was quoted at S/ 23.39, crushed stone at S/ 85 and coarse sand at S/ 102.5, the rest of the inputs also had lower costs.

The Comptroller's Office indicates that the files of these projects were approved in June and July 2023, respectively, being close dates, the price variation should be minimal, so a correct price inquiry was not carried out. This situation generated an increase in the project budget and an overvaluation of the referential value of the contract, causing a loss to the entity of S/. 1,029,577.

Another worrisome fact warned by the Comptroller's Office is that to date the entity has not hired a construction supervisor and the lack of a specialist for the inspection generates the risk of an incorrect technical, economic and administrative execution of the project. In addition, during the suspension of the work due to weather conditions, the contractor carried out work that jeopardized the quality of the activities executed and without the inspector's authorization.

Also, there are deficiencies in the plans of the technical file regarding the longitudinal and transversal topography of the project. To date, the contractor has not submitted a review report with the reconsideration of the plans, which would result in the payment of non-executed and additional metrics. Finally, it was noted that the workers do not have complementary work risk insurance for possible physical damage.

This urban mobility service recovery project for Peru and Javier Heraud Perez streets is being executed with an investment of S/. 18,983,257. It began in November 2023 and should be completed in October of this year.
