The Department of Housing and Urban Development (HUD) is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement in providing the service to host a web-enabled application platform that can serve as the primary process for HUD staff and its business partners to send, receive, distribute, analyze, maintain, and manage information relative to HUD's pre-conveyance, property management, and disposition strategies and activities called known as REO Case Management Support Services. The Contractor's solution shall provide immediate (real-time) availability to complete a variety of pre-and post- claim activities which shall include data file transfers with applicable HUD internal applications, using the existing Secured File Transfer Protocols (SFPT) server files, and provide validation and reporting capabilities. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 518210 Data Processing, Hosing, and Related Services. There is no solicitation at this time. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please provide the following information: 1) organization name, address, email address, website address, telephone number, and size and type of ownership for the organization; and 2) tailored capability statements addressing the particulars of this effort which are: experience in providing this type of business service as well as working with the current HUD application technology architectures in exchanging data with other HUD systems addressed in Characteristics of the Work Requirements section of this sources sought. Responses must include appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Respondents should draft responses which demonstrate experience, within the past 3 years, in providing a wide variety of property and business service as well as working with the current HUD legacy application technology architectures in exchanging data to provide: A business service which can adequately host all users to include Mortgagees, servicers, closing agents, HUD staff and REO Contractors A public facing wed site for REO property marketing/Listing and broker bid acceptance. This workflow includes processing/ tracking bids, bid acceptance, contract ratification using online purchaser authentication, E-Signature and closing reconciliation. Fully automated e-NAID application process (from start to finish in accordance with the SAMS-1111, SAMS-1111-A, and SAMS-1110 or equivalent foms) utilizing E-Signature, online broker license certification and IRS TIN/EIN matching. Automated forms, including but not limited to forms HUD-27011 Singe Family Application for Insurance Benefits and 9548 Sales Contract Property Disposition Program Fully automated Reconveyance process Fully automated Re-acquisition process Fully automated Pre- and Post-conveyance inspections Fully automated CWCOT Claim process include compliance review Fully automated Administrative Remedy process Fully automated Suspended Claims Process Fully automated processing of multiple valuation disposition strategies Fully automated Work Notification for vendor management and HUD Review process Natural Disaster Tracking Fully automated HOC Director/HQ Summary Reports Real-time processing of Geocoding data from FHA's Geocoding Service system A15 or the US Census Real-time processing of mortgage loan health, servicing, and delinquency systems Integration with Pay.gov Property Title review and acceptance process The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with program schedules; cost containment; meeting and tracking performance; hiring and retention of personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition, and multiple awards may be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. Background: The Office of Single-Family Asset Management (SFAM) requires a Business Service Provider (BSP) to support their Real Estate Owned (REO) case management needs via SaaS (Software as a Service). The Department of Housing and Urban Development (HUD), through the Federal Housing Administration (FHA), insures more than $375 billion of real estate loans. The task of managing assigned loans and disposing of the real estate it under the purview of SFAM. In recent years, the workload--especially for loan management and real estate disposition- has been increasing. SFAM is comprised of two divisions, the National Servicing Center (NSC) and the Asset Management and Disposition Division (AMDD). The AMDD is responsible for establishing policy for the servicing of FHA loans, and the management and marketing of HUD-acquired single-family properties. The scope of the policies that AMDD handles includes some property disposition functions escrow requirements, pre-payments, loss mitigation, and mortgage insurance claims. SFAM directly requires case management support services to fulfil their mission. As part of SFAM's mission-essential functions, it must also perform property disposition tracking, reporting, and public facing retail listing/bid site for Real Estate Owned (REO) property sales, which must be performed under all circumstances without any break in service. HUD is the largest home insurer of single-family homes in the United States. In fiscal year 2019, HUD endorsed just under one million forward home mortgages and over 30,000 reverse mortgages. During this same period, FHA processed over 4,000 PFS claims, over 38,000 CWCOT claims and just under 15,000 conveyed REO claim. FHA administers the pre-conveyance programs through its National Servicing Center (NSC) located in Oklahoma City, Oklahoma. The NSC manages the Mortgagee Compliance Manager. There are four Homeownership Centers (HOC) located in Philadelphia, Pennsylvania; Atlanta, Georgia; Denver, Colorado; and Santa Ana, California; that manage a designated geographic area of post-conveyance REO properties. HUD currently has multiple contracts with companies that provide REO management and marketing (M&M) and lead paint abatement services. The M&M Contractors consist of Field Service Managers and Asset Manager. The following is a summary of the purpose and objectives of each Contractor: Mortgagee Compliance Manager (MCM): The MCM performs a variety of pre- and post-property conveyance services to ensure that HUD's interests are protected. These services include reviewing property inspections to ensure the property is in conveyance condition; assessing provided claim documentation; resolving conveyance exceptions; and providing guidance to Mortgagees related to pre-conveyance and post-conveyance responsibilities. Field Service Manager (FSM): The FSMs provide property maintenance and preservation services consisting of verifying pre-conveyance determinations on property conditions, inspecting the property, securing the property, performing emergency repairs, and providing on-going maintenance. Properties acquired by HUD are assigned to FSMs at title transfer and there are multiple FSMs that provide services in specific contract areas. Asset Manager (AM): The AMs are responsible for the marketing and sale of REO property. Multiple AMs are contracted to market HUD-owned properties within specific contract area within their geographic HOC areas. Lead Evaluation Contractor (LEC): The LEC evaluates and stabilizes defective paint (lead based paint that is chipping or pealing) on REO properties that are sold utilizing FHA-insured financing. Currently, there are approximately 17,000 users accessing REO Property Information via HUD's current REO case management application. HUD has over 54 million attachments stored in 18 terabytes in system data warehouse space. The current hardware configuration has more than100 web servers designated for HUD. Based on the nature of SFAM's mission, it is imperative that the Contractor's provided method be accessible and properly functioning. On a monthly basis, approximately 250,000 attachments are uploaded by MCM, AMs and FSMs. The previous contract was DU100H-15-C-17 and was awarded on September 30, 2015 to Yardi Systems, Incorporated for a base period of 1-year with four 1-year option periods. The contract expired on September 29, 2020. The current contract, 86615620C00006, was awarded on September 30, 2020 as a 1-year bridge contract to Yardi Systems, Incorporated. General Description of Work: The SFAM, Office of Single-Family Asset Management requires the services of a Contractor that will assist with the analysis, management and operational procedures associated with the Single-Family disposition process. These services include providing a web-based online subscription with the ability to have SFAM specific workflow processes.
