FEMA Region One anticipates a Firm Fixed Price (FFP) contract to furnish all labor, materials, tools, safety equipment and any additional equipment necessary for completion of the public safety radio tower overhaul project. Please find the SOW and necessary documents for this project attached. Site Visit Information:

A mandatory site visit will occur on Tuesday July 31, 2018 at 9:00 AM. All Q & A for this project will be due on Monday August 6, 2018 5:00 PM EST. All questions will be made available once the Q&A has occured. Responses & Bids for this project will be due on August 14, 2018 5:00 PM EST.

This is a combined synopsis/solicitation in accordance with FAR Subpart 12.6 and 13.106. In accordance with FAR 19.502-2, this award will be for a Total Small Business Set Aside.

NAICS CODE: 237130, size standard $36.5 million. For this solicitation, Wage Determination "2015-4047 Revision 8" dated 07/03/2018 for Maynard, MA (Middlesex County) applies to this solicitation. Please find the WD attached.

Award Criteria: This requirement will be evaluated based on the Best Value to the government per FAR 15.101. The following three (3) factors will be given equal weight during the evaluation period: 1) Price 2) 1-3 page technical approach 3) Past performance (The past performance evaluation form is attached)

the expected period of performance (PoP) to complete this work is: September 17, 2018 to September 30, 2018.

The winning offeror will be required to submit a valid certificate of insurance. Additional security information will be covered during the mandatory site visit. Prior confirmation of attendance of site visit will be required. Please email [email protected] to confirm attendance.
