DEPARTMENT OF HOMELAND SECURITY FEDERAL EMERGENCY MANAGEMENT AGENCY PROPOSED FLOOD HAZARD DETERMINATIONS FOR CALDWELL COUNTY, TEXAS AND INCORPORATED AREAS The Department of Homeland Security’s Federal Emergency Management Agency (FEMA) has issued a preliminary Flood Insurance Rate Map (FIRM), and where applicable, Flood Insurance Study (FIS) report, reflecting proposed flood hazard determinations within the Cities of Lockhart, Luling, Mustang Ridge, Niederwald, San Marcos, and Uhland and the Unincorporated Areas of Caldwell County. These flood hazard determinations may include the addition or modification of Base Flood Elevations, base flood depths, Special Flood Hazard Area boundaries or zone designations, or the regulatory floodway. Technical information or comments are solicited on the proposed flood hazard determinations shown on the preliminary FIRM and/or FIS report for the aforementioned communities. These flood hazard determinations are the basis for the floodplain management measures that your community is required to either adopt or show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program. However, before these determinations are effective for floodplain management purposes, you will be provided an opportunity to appeal the proposed information. This appeal period will commence on the second publication date of this notice scheduled on or about March 21, 2025. For information on the statutory 90-day period provided for appeals, as well as a complete listing of the communities affected and the locations where copies of the FIRM are available for review, please visit FEMA’s website at https://www.floodmaps. fema.gov/fhm/BFE Status/ bfe main.asp, or call the FEMA Mapping and Insurance eXchange toll free at 1-877-FEMA MAP (1877-336-2627).

The VILLAGE GROVE WASTEWATER TREATMENT PLANT EQUIPMENT VENDOR SELECTION PUBLIC BID proposal includes furnishing and delivery of WWTP equipment and related services for 2 separate packaged wastewater treatment plants.

Electronic copies of the Request for Proposal are available by request via email to [email protected] & [email protected] beginning Wednesday, March 12th, 2025. All questions must be submitted via email to [email protected] & [email protected] and the deadline for questions is Tuesday, March 25, 2025 at 5:00 PM.

The OWNER reserves the right to reject any and all bids and to waive any and all minor defects or irregularities in bidding or bidding process except time of submitting bid. The OWNER reserves the right to determine which bids are most advantageous to the OWNER and the DISTRICT, and to award the Contract on this basis. No bid may be withdrawn for a period of seventy-five (75) calendar days after opening of the bids. If a submitted bid is withdrawn within said period, bid guaranty shall become the property of the OWNER, not as penalty, but as liquidated damages, or OWNER may pursue any other action allowed by law. A non-mandatory pre-bid conference will be held on Monday, March 24, 2025 at 3:00 pm via Teams virtual meeting. NOTICE TO CREDITORS Notice is hereby given that original Letters Testamentary for the Estate of Ernest L Manchin, Deceased, were issued on January 14, 2025, under Case No. 24-0523P, pending in the County Court at Law #3 of Hays County, Texas, to Scott A Manchin.

The Public Hearing concerns proposed revisions to the District Rules and Bylaws related to amending the aquifer-test requirement tiers as reflected in the Guidelines for Hydrogeologic Reports and Aquifer Testing and related to District Rules: 2.1. 3-1.4, 3-1.6, 3-1.9, 3-1.24, and 3-1.25.
