McCaskill, a dark-money critic, lauds black voter registration effort partially funded by it

Oct. 03--WASHINGTON -- Sen. Claire McCaskill, D-Mo., who has made opposition to "dark money" in politics a central focus of her re-election campaign and the primary reason she opposes Supreme Court nominee Brett Kavanaugh, lauded the "good news" of an outside group partially funded by undisclosed donors aiming to register 100,000 black voters in Missouri.

That outside group, BlackPAC, is partially funded by $614,000 in donations from Majority Forward, a "dark money" group affiliated with Sen. Chuck Schumer, D-N.Y.

Several other political groups that do not disclose or only partially disclose their donors also are listed by the Federal Election Commission as having contributed six-figure checks to the PAC. Democratic donor George Soros also gave $250,000, according to the FEC.

McCaskill spokeswoman Meira Bernstein said that "Claire was referencing the exciting, publicly reported information that an outside group has registered tens of thousands of new voters."

"This was all publicly reported, and she calls on them to publicly release all of their donors," Bernstein said.

BlackPAC was credited with helping to bring out black voters for Democrat Doug Jones in a special election he won to fill Attorney General Jeff Sessions' Senate seat in Alabama last year.

McCaskill has consistently said she supports public disclosure of all campaign donors, and has criticized her opponent, Missouri Attorney General Josh Hawley, for not taking the same position.

In a debate during a Missouri Press Association meeting in St. Louis County last month, she said: "I've said over and over again, ignore every commercial if you can't figure out who paid for it. I don't care if it's for me or against me. They're terrible."

But nine minutes into a video posted Friday on the website of St. Louis' Washington Metropolitan A.M.E. Zion Church, McCaskill notes the "good news" about BlackPAC voter registration and anticipated get-out-the-vote efforts in the state. It came in the context of McCaskill asking for campaign help and lauding those already supporting her at a "gathering of African American Methodists and concerned citizens ahead of the upcoming election."

"Because this is such a battleground state, there is a third-party organization that is sending a lot of resources into Missouri," McCaskill said. "I don't know how they are deploying resources because it is illegal for me to know. It is called beyond the wall.

"But I will tell you they announced today an organization called BlackPAC," she said. "It was the same organization that went into Alabama" to help Jones.

McCaskill noted press reports that the group had registered 87,000 voters in the state and had a goal of registering more than 100,000.

McCaskill added: "I am told they have millions of dollars. I don't know this for a fact, but I am told they have millions of dollars just to work on voter registration, voter identification, and voter turnout."

An aide to McCaskill argued that there is an important difference between spending on voter registration and that of dark-money financed attack ads.

Last spring, the Center for Public Integrity described BlackPAC this way:

"BlackPAC's financial resources, for one, do not come from an army of small-dollar, 'grassroots' donors in the style of a politician such as Bernie Sanders. Instead, its primary bankrollers are a coterie of well-heeled organizations with deep ties to the national Democratic Party, such as the pro-Hillary Clinton super PAC Priorities USA Action.

"These groups, in turn, are funded in large part by wealthy, white men. Liberal, 'dark money' nonprofit groups that don't publicly disclose the identities of their own contributors are also among BlackPAC's bankrollers."

A spokesman for Majority Forward, which is a secretly funded nonprofit offshoot of Schumer's leadership PAC that does disclose its donors, had no comment.

On its internet site, BlackPAC describes itself as "an independent, Black-led organization that uses the power of year-round political engagement and elections to change our economic, justice, and political systems."

The Kansas City Star reported Friday that a myriad of groups in the state "have been knocking doors, manning tables, and talking to their neighbors to add black Missourians to the voter rolls in droves."

The newspaper reported that the effort is funded by "Black Progressive Action Coalition, an organization that mobilizes black voters, affiliated with BlackPAC, a super PAC that backed (Jones) and Lucy McBath, a Democratic candidate for the U.S. House from Georgia."

McCaskill cited Kavanaugh's support of "dark money" when she announced last month that she would vote against him.

"It is his allegiance to the position that unlimited donations and dark anonymous money, from even foreign interests, should be allowed to swamp the voices of individuals that has been the determining factor in my decision to vote no on his nomination," McCaskill said then.
