Foley Hoag LLP partner Thomas Barker has been appointed to the Medicaid and CHIP Payment and Access Commission (MACPAC). The announcement was made by Gene L. Dodaro, Comptroller General of the United States and head of the U.S. Government Accountability Office.
In his role as commissioner, Barker will assist MACPAC in reviewing Medicaid and CHIP access and payment policies and advising Congress on issues affecting Medicaid and CHIP.
MACPAC was established in 2009 by the Children's Health Insurance Program Reauthorization Act.
At Foley Hoag, Barker specializes in Medicaid and Medicare regulatory, coverage, and reimbursement issues and is a member of the Executive Committee. He also has a pro bono practice focusing on health care issues facing immigrants.
Previously, he held numerous positions within the U.S. Department of Health and Human Services, including Acting General Counsel, Counselor to the Secretary, Chief Legal Officer for the Centers for Medicare & Medicaid Services (CMS), and Senior Health Policy Counselor to the Administrator of CMS.
