First Colony Levee Improvement District No. 2 Issues Public Comment on FEMA Notice

WASHINGTON, Jan. 29 -- Ronald J. Frerich, president of the board of directors at First Colony Levee Improvement District No. 2, Houston, Texas, has issued a public comment on the Federal Emergency Management Agency notice entitled "Request for Information on the National Flood Insurance Program's Floodplain Management Standards for Land Management and Use, and an Assessment of the Program's Impact on Threatened and Endangered Species and Their Habitats". The comment was written on Jan. 19, 2022, and posted on Jan. 26, 2022:

First Colony Levee Improvement District No. 2 of Fort Bend County, Texas (our "District'), appreciates this opportunity to provide comments on the October 12, 2021, Federal Emergency Management Agency (FEMA) posting related to floodplain management requirements and protection of threatened and endangered species under the National Flood Insurance Program (NFIP):

1. In summary, we urge that FEMA continue the practice of actively soliciting and considering public input on any potential NFIP floodplain management changes for local communities.

2. We echo and support the comments submitted by the Fort Bend Economic Development Council and the Mississippi Valley Flood Control Association, both attached to this letter, and encourage you to consider the information therein.

3. We feel it is important for FEMA to recognize, and for Risk Rating 2.0 to incorporate, the difference in flood risk (and flood insurance premiums) between properties protected by levees like those of our District, which are inspected and certified by FEMA (and included in its RIP Program), which are maintained by a governmental entity (our District) at the cost of millions of dollars annually, and properties which might be protected by less levees, or no levee at all.

4. We want an opportunity to present FEMA with our argument prior to FEMA determining the risk and premium levels of properties in our District.
