The following information was released by the Centers for Medicare & Medicaid Services (CMS):

Several health technology companies have pledged to the Centers for Medicare and Medicaid Services (CMS) that they intend to help states successfully prepare for and implement Medicaid community engagement requirements enacted under Public Law 119-21, which CMS refers to as the Working Families Tax Cut (WFTC) legislation.

The vendors below have voluntarily offered support for community engagement with their solutions. Vendors that are both already on the GSA Schedule and vendors that are not currently on the GSA schedule but are interested in a fast-track pathway to get on the GSA Schedule are identified below.

Additional companies interested in pledging similar voluntary commitments should reach out to CMS. CMS is committed to working with companies interested in the GSA process.

The lists in this announcement are solely intended to be a compilation of information about commitments that certain companies have voluntarily pledged to make, or ways in which states might be able to engage with these companies in support of the community engagement and related Medicaid system improvements. The lists and this announcement should in no way be perceived as an endorsement of any one company or companies, or of the systems solutions being offered, or as a representation that CMS has determined that the solutions these companies are offering meet applicable federal requirements. CMS is providing this information to states and the public in the spirit of transparency. CMS encourages all states and other stakeholders to evaluate all vendors and companies that may offer products and services to implement community engagement and other WFTC legislation Medicaid provisions.

Accenture demonstrates its commitment to state outcomes through tangible investments and is providing the below offerings to their state clients through 2028:

Professional Services Savings for all WFTC Legislation Implementations: Reduced service rates to support states with identifying and implementing WFTC legislation related impacts across technology, people, and processes.

Solution Savings for all WFTC Legislation Implementations: Reduced solution costs through shared project designs, policy approaches, and implementation investments to accelerate compliance and share leading practices across states.

Community Engagement Technology Solution: Each state that partners with Accenture will receive the technology solution investment at no-cost. Additionally, Accenture has secured discounted SaaS license fees and third-party software products that underpin the Medicaid Community Engagement Solution.

Medicaid Community Engagement Data Collection and Tracking Portal: Intake, verification of workflows, reporting, and integration-ready data models supporting Medicaid Community Engagement policies and CMS oversight. The licensing will be provided at no cost to each state through 2028, with state-specific implementation and integration efforts scoped and determined separately.

MC-Track Managed Care Compliance and Performance Monitoring: Automated monitoring of MCO service level agreements (SLAs) and key performance indicators (KPIs), performance dashboards, grievance and incident tracking, and measures supporting rural health coverage and access oversight. The licensing will be provided at no cost to each state through 2028, with state-specific implementation and integration efforts scoped and determined separately.

ClaimsSure and Audit Studio Program Integrity Platforms: Pre- and post-payment analytics, audit workflow management, and tools supporting fraud, waste, and abuse detection and audit readiness. The licensing will be provided at no cost to each state through 2028, with state-specific implementation and integration efforts scoped and determined separately.

Conduent:

Conduent, a long-standing government contractor, seeks to provide states and the federal government with highly competitive services for eligibility, enrollment, call centers, Medicaid systems, SNAP and Child Support. Conduent's commitment is to ensuring government partners have a competitive market for services they procure to maximize their funding. Conduent is committed to partnering with CMS to drive down costs and increase the competitive marketplace and is providing the below to its state clients:

Discounted professional services and systems integration costs for WFTC legislation implementation in each state for 2026, 2027 and 2028.

Providing their AI Driven fraud tool delivered at cost to states. The tool identifies individual applications that are most at risk of being fraudulent applications based on a variety of data sets. This will be delivered at a discounted price of $2M per state in one-time implementation costs. States can choose to add customization and/or additional services they need to support the tool such as any customized data interfaces or additional professional/staffing services to operate the tool.

Cram by Merative:

Cram is a modern social program management platform that U.S. government agencies use to automate and administer healthcare, income support, and child welfare programs through configurable eligibility, case management, and benefits-delivery capabilities. Discounted $2M per state fixed fee to implement core technology changes in the eligibility and enrollment (EandE) systems Deloitte supports to address the new CMS issued Preliminary Medicaid community engagement requirements

$1M service credit for FY27 and FY28 for core technology changes in the EandE systems Deloitte supports for anticipated future CMS updates to Medicaid community engagement policies

Deloitte's NextGen Verification Hub is designed to access multiple data sources. EandE clients will receive no-cost installation in year one for the product, plus discounted data-source subscriptions and discounted integration fees through 2028; other states can access at discounted integration fees and reduced implementation costs

Deloitte's GovConnect™ Outreach Platform: scalable outreach platform, offered with discounted consumption-based pricing, to help states promptly notify Medicaid recipients of program changes and enhance compliance

No increase in maintenance and operations fees for Deloitte's EandE system clients related to the core technology changes they implement to address the new Medicaid community engagement requirements

Core EandE technology software accelerators and tools available for government-wide reuse that all state and federal agencies can tailor and rapidly adapt to their unique needs and existing technological investments

No additional costs to integrate the Medicaid program in the Integrated Eligibility systems they support with the SNAP program to facilitate automated data checking for CE requirements and aid in reducing the administrative burden on Medicaid recipients and staff

Gainwell will provide the following to its state clients:

Gainwell will implement its community engagement technology solution for a discounted price of $2 million, including call center and enhanced capabilities with a partnership ecosystem.

Gainwell will offer maintenance and operations for its complete community engagementsolution at a discounted rate of $50 per member per year for only those members needing to be verified by the Gainwell community engagementsolution, helping ensure continuous compliance at no additional cost.

Gainwell is providing APIs at no cost for communication from Gainwell MMIS to Medicaid EandE systems in order to implement CE.

Gainwell is providing, at no cost, an API to the community engagementverification engine for SNAP exemption verifications to maximize reusability.

Gainwell is providing medical frailty logic to states at no cost for Gainwell MMIS systems to communicate to Medicaid EandE systems in order to implement CE.

GDIT:

GDIT is a trusted partner to federal and state governments and continues to invest in a broad portfolio of technology solutions that support mission outcomes. They are providing the below to its state clients:

GDIT Analytics Platform for CMS: GDIT has made a multimillion-dollar investment in an analytics platform that State Medicaid Agencies can use to detect Fraud, Waste, and Abuse (FWA). GDIT's FWA support of the federal mission delivers an estimated $1 billion dollars in savings annually. GDIT is offering this platform to state agencies to help ensure compliance with WFTC legislation requirements. States that engage in services contracts with GDIT would have access to the Advanced Analytics Platform at no additional cost for the base platform. All other costs associated with integration and analytics would be scoped and determined separately.

AI-enabled Medicaid Policy Enforcement Tools: GDIT has developed AI tooling to help state agencies reduce the time required to manage Medicaid policy enforcement and ongoing updates. States that engage in services contracts with GDIT would have access to the AI-enabled Medicaid Policy Enforcement Tool at no additional cost for the base platform. All other costs associated with integration and analytics would be scoped and determined separately.

Maximus:

As a leading strategic partner to government, Maximus helps improve the delivery of public services amid complex technology, health, economic, and social challenges. With deep understanding of program delivery, acute insights that achieve operational excellence, and an extensive awareness of the needs of government and the people being served, Maximus provides tech-enabled business process services to Medicaid and administers community engagement requirements in human services programs. Maximus services improve outcomes for people and provide higher levels of productivity, efficiency, and accountability for government programs. They are providing the below to their state clients:

Community Engagement Tracking Tool: The Tool is inclusive of an enhanced serviceportal, mobile app, and Interactive Voice Response (IVR) System.Themobile-firstportal is intended to help individuals demonstratecompliance with community engagement requirements by documenting time they worked or attended educationalcoursesor volunteered, supports third-party verification of the activities, orassistingthem with applyingfor an exclusion from community engagement requirements. For Maximus' existing Medicaid eligibility and enrollment state clients, there will be no cost for the development of the Tool or for licensing and maintenance through 2028. Costs for deployment of the Tool will be discounted as explained below. The Tool's Job Boards and Digital Health Risk Assessment will be provided to these states free of charge.

Discounted deploymentcosts: For existing Maximus customers with existing technology and where Maximus will be providing Community Engagement Services, it will discount its usual pricing for deployment of the Community Engagement Tracking Tool. Discounts will apply to deployment of community engagement tracking features to the portal, mobile application, Interactive Voice ResponseSystemand back-end integrations needed to tie into existing state systems.Maximus will also not charge these states for licensing or maintenance of the tool through 2028.

Job Boards: Maximus will not charge states for access to Maximus Job Boards included as part of the Community Engagement Tracking Tool. Maximus will also support work-ready Medicaid beneficiaries and prioritize them for entry-level positions within Maximus.

Digital Health Risk Assessment: Toidentifythehealth and social supports needed by beneficiariesto help them get back to work or engage in thecommunity, Maximus will provide one digital health risk assessment per member each year at no cost to the state.

Optum:

Optum's mission is to help people live healthier lives and make the health system work better for everyone. As part of UnitedHealth Group, Optum delivers care, pharmacy, and data-driven solutions through its Optum Health, Optum Rx, and Optum Insight businesses, supporting consumers, providers, employers, and government partners across the health system. Optum partners directly with Medicaid and Health and Human Services agencies to modernize systems and strengthen program delivery. This support includes integrated eligibility systems, provider engagement, program integrity, fraud, waste and abuse prevention, analytics, and other tech-enabled services to help improve health outcomes. With more than 30 years of experience working with states nationwide, Optum helps agencies build secure, scalable foundations that improve program performance and better serve communities. Optum is offering the following to their existing State partners and to new customers through 2028:

To make the Medicaid eligibility process easier for people and states, Optum will fund the development of a shared Optum Community Engagement Module to support multiple state Medicaid partners, with continued CMS-supported enhancements benefiting all participating states through 2028. The software license will be offered at no cost through 2028.

Planned enhancements of Optum Community Engagement Module to support continued compliance and modernization will be offered at discounted rates.

Optum will also offer discounted professional services for state-specific implementation activities of Optum Community Engagement Module and will host and operate it at reduced rates through 2028 to help ensure compliance with minimal disruption for beneficiaries and States.

RedMane:

RedMane is offering a discount to states for their AI-driven IntelliCoach tool to help state SNAP agencies with their client interviewing processes. They are offering this to each state at cost for $2M per year.

NOTES:

Vendors may be under existing contractual obligations with states or are in active procurements with states, and will work within each state's structural terms, state obligations, and scope of agreements to honor the outlined commitments. Vendors may have additional innovative products, offerings, and partner solutions to provide to states outside of these commitments. CMS encourages state adoption of new cloud-based and off the shelf technologies and solutions that may help improve beneficiary experience and health.

The Medicaid systems improvements in support of community engagement remains an ongoing process. CMS will update the lists to include additional companies. CMS encourages vendors to contact CMS for further discussions.

This continues to be an ongoing process, and CMS intends to update the lists should other companies offer reduced or no-cost pricing or seek to be added to GSA Schedule. CMS welcomes outreach from other companies that were not part of these initial lists and encourages companies to reach out to CMS for further discussions and to be considered for possible inclusion on one or both lists.
