EDITORIAL: CBO’s best guesstimate
Ah, but you'd never know that from the reaction of congressional
The CBO report issued Monday estimates that "in 2018, 14 million more people would be uninsured under the legislation" than under Obamacare.
That number has been well reported. But not the sentence that follows:
"Most of that increase would stem from repealing the penalties associated with the individual mandate."
So given a choice, a bunch of healthy people will simply opt out.

That will certainly "mess up" the CBO numbers. But then at the end of the day those numbers are at best a guesstimate of an admittedly complex set of circumstances. And CBO has been off before -- like its 2013 projection of Obamacare enrollment of 24 million in the individual marketplace. Actual number -- 12 million.
No one ever said this would be easy. But as insurance rates become unsustainable change has to start somewhere.
