Council considers facade loan

Commercial-News (Danville, IL)

Oct. 31--DANVILLE -- Members of the Danville City Council next week will consider another downtown building revolving loan project.

Owner Mary Lewis wants to replace the roof and install new exterior doors at her building at 38 N. Vermilion St.

The city would enter into a loan participation agreement, with First Financial Bank loaning $35,000 to Lewis and the city participating up to $15,000 from the city's Small Business Revolving Loan Program with a term not to exceed nine years. The program supports various activities including façade improvements in certain target areas.

Mayor Scott Eisenhauer said there was a timing issue on bringing this for action directly to the city council. Aldermen agreed the item could bypass initial committee action.

Lewis would like to make improvements this year before the winter sets in, Eisenhauer said.

In April, the city council approved two other loan program agreements for Café 13 to replace The Java Hut downtown and Peter Blackmon's downtown Dale Building at North and Vermilion streets for window replacements and a roof replacement.

The city is only responsible for its portion of the loan agreements.

Also Tuesday, the city council will consider authorizing an agreement extension with Benefit Planning Consultants, Inc. for the flexible spending program and authorizing agreements for health, dental and life insurance for city employees.

The city will pay $2,000 on Dec. 11 to a city employee who provides written notification of their spouse enrolling in the spouse's employer health insurance plan for 2016 and the city will pay $2,500 to a city employee who provides written notification of their spouse and dependents under 18 or dependents over 18 but still in high school, or adult dependents enrolled full-time in college enrolling in the spouse's employer health insurance plan by Dec. 4, 2015.

Also, Eisenhauer and Risk Manager Kathy Courson are authorized to enter into an agreement with Health Alliance for the city's Medicare Advantage plan, enter into a one-year agreement with Blue Cross/Blue Shield of Illinois for the city's PPO plan with HMO co-pays and a PPO high deductible plan with health savings account and enter into a one-year agreement with Met Life to offer dental insurance, group AD&D life insurance and voluntary life insurance.

Discussions also will continue on the city's proposed Fiscal year 2016-2017 budget and 2015 tax levy. The city council will take final action on the tax levy and budget in December.

Council members meets at 6 p.m. Tuesday at the Robert E. Jones Municipal Building, 17 W. Main St.
