PLEASE READ CAREFULLY: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This acquisition is being conducted under the authority of FAR Part 13.5, "Test Program for Certain Commercial Items" and therefore the Government will utilize simplified procedures for soliciting competition, evaluation, an award documentation and notifications that comply with FAR Parts 12 and 13.This is not a small business set-aside. The solicitation number is M15PS00025 and the solicitation is issued as a Request for Proposal (RFP).

The United States Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE), on behalf of the Bureau of Ocean Energy Management (BOEM), is seeking contractor support in further developing and implementing its financial risk management program; augmentation of BOEM's capability to regularly identify, forecast, and mitigate existing, unknown or emerging financial risks within the Outer Continental Shelf conventional and renewable energy companies; and to develop BOEM's capability to implement risk management procedures utilizing industry best practices. The Government anticipates awarding a single award time-and-materials (T&M) type contract as a result of this solicitation. Teaming is encouraged to provide a complete solution to this requirement. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-72. It is the Offeror's responsibility to be familiar with the applicable clauses and provisions. The North American industrial Classification Systems (NAICS) code is 541611 entitled, Administrative Management and General Management Consulting Services, with small business size representation of $14 Million.
