Carson City Supervisors to discuss city events policy, Mills Park storm drain project

The next Carson City Board of Supervisors meeting will be held on Thursday, March 21, 2024 beginning at 8:30 a.m. in the Bob Crowell Boardroom of the Community Center, located at 851 E. William Street.

Members of the public who wish only to view the meeting but do NOT plan to make public comment may watch the livestream of the Board of Supervisors meeting at https://www.carson.org/granicus and by clicking on "In progress" next to the meeting date, or by tuning in to cable channel 191.

The public may provide public comment in advance of a meeting by written submission to the following email address: [email protected]. For inclusion or reference in the minutes of the meeting, your public comment must include your full name and be submitted via email by not later than 3 p.m. the day before the meeting. Public comment during a meeting is limited to three minutes per speaker.

On the agenda:

— Supervisors will discuss the Mills Park Storm Drain Improvements project and will take action on a determination that Farr Construction Corporation is the lowest responsive and responsible bidder for the project with an amount not to exceed $1.09 million.

Currently, stormwater in the park runs in open ditches and along curb lines. This project will add storm drain infrastructure along the northern and eastern property lines of the park as well as within the Walgreens parking lot and Saliman Road before connecting to the new storm drain infrastructure at the high school.

— The board will hear an update regarding Carson City's special event policy. In 2023, the city implemented certain policies related to special events including street closures, the use of electricity and electrical equipment, property damage, trash collection and toilets, bleachers and stages and McFadden Plaza. The Board of Supervisors will consider the past years' experience applying the test policy and whether to approve the proposed special event policy.

— The board will vote on a zoning change on a 1.13 acre property located at 2621 Northgate Ln. to become General Commercial from Public Community. This amendment was initiated by the city as part of the annual review of the Master Plan and zoning map. The change will bring the property into conformance with the Master Plan and was recommended for approval by the Planning Commission.

— Discussion and possible action will be held regarding proposed health, dental and life insurance contracts for Carson City to provide benefits coverage to city employees and retirees with the following providers: (1) health insurance benefits through Anthem as a one-year contract renewal with a 7.5 percent rate increase for the PPO plan and a 6.91 percent rate increase for the high deductible plan, with monthly contributions to health savings accounts for employees in the amounts of $216.63 (employee only), $330.39 (employee plus spouse), $316.14 (employee plus children) and $447.72 (employee plus family); (2) dental insurance benefits through Renaissance as a one- year contract with a 4% rate increase over the rates presently charged by Renaissance and with an option allowing the City to extend coverage by one additional year, during which any rate increase cannot exceed 6 percent; and (3) life insurance benefits through Kansas City Life as a two-year contract with no rate increase.
